The open procedure is aimed, for each batch in the race, at the conclusion of a framework agreement with a single economic operator, pursuant to art. 54, paragraph 3 of the Code, having the function of establishing the content of subsequent implementation contracts, possible and future, for the provision of service services, in the forms of catering, complete catering and catering conveyed to the institutions, detachments and departments of the Ministry of Defense, as reported in detail in the tender documentation.
In order to guarantee the indispensable continuity of the services in question, the possibility of using technical extensions pursuant to art. 106, paragraph 11 of the Code is allowed, if the possibility of a administrative judicial appeal at the Lazio TAR with suspensive or fixing a hearing in terms not compatible with the expiry of the contracts in force.
