The purpose of this framework agreement is to supply, install and maintain fire detection devices and temporary remote alarm systems necessary for projects managed on the CEA site in Cadarache and potentially on the Marcoule and Saclay sites on behalf of the Engineering and Project Management Department (DIMP). The services are defined in a unit price schedule. This work will be the subject of successive Service Orders according to the needs of the CEA. The procurement procedure adopted for the purposes of this consultation is the formalised open tendering procedure defined in Article L.2124-2 of the CCP. In accordance with the provisions of this article, it is specified that there will be no negotiation phase after the submission of tenders.
The defined services consist of carrying out the following operations which correspond to the organization of the DIMP worksites and which are recurrent to all projects:
The provision of services under decree 92 or decree 94, safety documents and access requests for personnel, mastery of regulatory and technical texts related to the profession, participation in meetings, studies necessary for the deployment of temporary fire surveillance and the emergency call system, supply, provision and operation of the fire detection device and temporary emergency call for construction sites, the maintenance in operational condition of the devices deployed, the modification of the installations according to the evolution of the site if necessary, the awareness and training of the site safety teams in the operation of the devices implemented, the updating of the implementation plans of the devices, the permanent maintenance of the authorizations of the workers engaged on site, the services to be carried out during the opening hours of the site, the services to be carried out outside the opening hours of the site, on weekends, public holidays, etc.
These services will be the subject of successive Service Orders (SOs), on the basis of quotes drawn up by the Account Holder from the BPU, according to the needs expressed by the CEA.
The Contractor, as a specialist in the services entrusted to it under this framework agreement, undertakes to carry them out in compliance with the rules of the art and the regulations applicable to them and with a view to optimising quality.
The services will be carried out during the working hours of the CEA centres and the sites in question. The operating hours of the sites will be defined as input data in the CEA's expression of need.
Exceptional services or services scheduled beyond this 12-hour period will be organised on a case-by-case basis, with the overrun taking into account by the application of the BPU prices in addition to the basic service.
The Service Orders must specify the number of this framework agreement, the nature of the services to be performed, the place of performance (building, room), the degree of urgency and be signed by the duly authorized representative of the CEA.
The Account Holder will only be able to start his services after having received a written order from the CEA (OS) containing all the information listed above.
