Tenderers must have broad competence and a broad product assortment, and must be capable of putting together good systems based on the contracting authority’s requirements, including, but not limited to, coordination, administration and interaction with the contracting authority and sub-suppliers/manufacturers.
This framework agreement will give the contracting authority easy access to software, cloud services, and services within central IT infrastructure, and contribute to keeping the contracting authority's costs for the procurement and administration of the technology at a minimum.
The framework agreement will cover the following products and services (see annex 3, point 3.6 and point 3.7):
- All software for automation and operation of central IT infrastructure, with all types of clients and in/out units, e.g.: Printouts, virtualisation, antivirus, cluster, system administrations, etc.
- Storage of data and backup.
- Middleware: This contract also covers the procurement of middleware systems that can currently be part of other contracts in NAV. When such contracts expire, this contract can cover the need that was previously covered by the other contracts.
- Maintenance of software that is procured, as well as software within the same areas of use that exist when the contract is signed.
- Consultancy services.
- RPA (Robotic Process Automation).
- Software for customer communication
- Attribute-based access control in the contract period (the area is being reconsidered based on an ongoing assessment of NAV's strategies. A new contract can, therefore, be made after a separate procurement).
- Identity & Access Management.
- Applications Log Management.
- Cloud services that support procurements for hardware from the procurement of hardware for central infrastructure
The total cost in the contract period are expected to be between approx. NOK 150 - 200 million, including VAT. The maximum cost in the contract period will be NOOK 250 million including VAT. See the qualification documentation, point 1.4
