The aim of this procurement is to enter into a framework agreement to cover the contracting authority's need for professional procurement assistance.

We would like to enter into a contract with a tenderer that has documented professional procurement competence and experience with public procurements in the municipal sector. We emphasise that the contracting authority is looking for a tenderer with documented experience in holding procurement processes from when a need arises to when a contract can be signed, not primarily legal competence within law and regulations on public procurements, however we would also like tenderers to have this.

The contract involves no purchasing obligation for the contracting authority. The contracting authority will only be obliged to use this contract in cases when the owner municipalities cannot assist the contracting authority due to a lack of capacity or competence, and therefore choose to obtain this externally.
