Framework agreement for project management for the rehabilitation and upgrading of swimming pools in the agglomeration

This framework agreement concerns the project management studies for all the rehabilitation works of the swimming pools.

Rehabilitation and upgrading work requires a project manager capable of:

- Intervene on an occupied site;

- phase the interventions to be carried out in the short and long term;

- to organize and surround oneself according to the various interventions to be carried out.

The rehabilitation undertaken by the local authority will aim to bring existing equipment up to standard but also to respond to an energy management policy initiated by climate change and the commitments of elected officials in the 2022-2032 territorial project.

it is a framework agreement giving rise to the conclusion of subsequent contracts, pursuant to Articles R. 2162-1 to R. 2162-12 of the French Public Procurement Code, with a maximum amount of €2,000,000 (excluding VAT).

The estimated budget for the works is 16,000,000 euro (excluding VAT).

The swimming pools concerned by this consultation are located in Auchel, Barlin, Bruay-La-Buissière, Divion, Noeux-Les-Mines; Other aquatic facilities may be incorporated into this Framework Agreement by way of an administrative order.

The mission entrusted to the Project Manager includes, in accordance with the provisions of Article R2431-1 of the CCP and its implementing texts, the elements of preliminary studies, aps, apd, pro, act, exe, det, aor as well as the complementary missions OPC and DIA, operating and maintenance costs (Cem), Energy supply feasibility study (Efae), and Bim.

The OPC mission will have to be entrusted to an independent service provider who will only carry out this mission within the group.

The BIM mission will include the updating of the digital models provided during the DIA phase, and the update during the design/construction of the work.

It will be returned to the Client at the end of the design phase (Pro) and at the end of the operation.
