The Ministry of Labour and Social Affairs shall carry out a competition with negotiation to enter into agreement with 1 tenderer for the purchase of assistance in connection with technical reviews regarding delivery from Project 2 in the Program for Modernisation of ICT in The Norwegian Labour and Welfare Administration.

Project 2 is a link in a long-term and comprehensive modernisation and is part of the Program for modernisation of ICT in The Norwegian Labour and Welfare Administration. The program has been the subject of external quality assurance through The Ministry of Finance's scheme for quality assurance of large government investments. 1 of the suggestions from the quality assurance is to carry out external technical quality assurance of methods and deliveries in the projects in the Program.
