The tender concerns the management of the municipality of Siikajoki's services and food and school transports for the period 1 August 2022 to 31 July 2026 + option for 2 years.
School transport is arranged as separate transport when open public transport is not available. School transport complies with the provisions of Section 32 of the Basic Education Act on transport waiting times and the length of the school trip. The teaching service grants pupils free transport, either on the basis of the length of the trip or the danger of the school trip.
The transports are planned in cooperation with schools and the operator in such a way that there are no overlapping transports and that the transports are handled as cost-effectively as possible. Existing competitive bus services and local transport across municipal borders will be used as much as possible, as this will ensure that public transport services that are open to all are maintained in the future.
The Buyer reserves the right to arrange transports with the most cost-effective transport equipment.
The tenderer undertakes, when submitting the tender, to the conditions set out in the invitation to tender and in its annexes.
The offer is made by target. The bidder has the option to choose whether to offer one or more items or all of them, depending on their choice.
The tenderer (operator or bidding interface) shall indicate in his tender the total number of cars (including the subcontractor's equipment) in which he is participating in the tender.
A consortium=operators may join together to submit a joint bid for a joint performance (bidding interface), provided that the activity does not conflict with Chapter 2 of the Procurement Act (1397/2016). The tender shall be accompanied by an undertaking signed by all operators who participated in the consortium that the tenderers are jointly and severally liable for the tender. The operator may use a subcontractor (it is prohibited to chain subcontracting).
A statement of the subcontractor's use must be attached to the tender. Only a operator meeting the requirements laid down in the tender documents may be accepted as a subcontractor. The tenderer is responsible for the actions of his subcontractor to the buyer as if it were his own.
The vehicle fleet used in the operation must meet all the requirements of Finnish laws, regulations and regulations issued by the authorities and for the equipment used for the transport of persons, for example with regard to the structure and equipment. In terms of transport capacity and other characteristics, the equipment must meet the requirements set out in the service description.
The offer must be accompanied by information on the cars to be used and purchased.
Questions related to the invitation to tender must be sent by 12.00 noon on 24 May 2022. Questions must be sent from the Tarjouspalvelu.fi vendor portal. Answers to questions can also be found in the same place by 3 p.m. on 25 May 2022.
The deadline for accepting tenders is 8 June 2022 at 12.00 noon.

Ruukki Railway Station is located in Siikajoki, where a train stops 9 times a day on weekdays in the direction of Helsinki or Oulu. Of the nine trains, two are night trains, one to Rovaniemi and the other to Helsinki.
As a separate competitive tender, the customer tenders for connection transports that serve intra-municipality public transport to the railway station and then back to different destinations. At the same time, connection connections offer work, service and leisure connections within the municipality.
A separate decision will be made on these access points.
