This is an ongoing procurement procedure, which was published in the Official Journal S of the EU on 30 August 2023 under the notice number No. 2023/S 166-523892 and is restored to the status at the beginning of the procedure with this notice. Notice No. 2023/S 166-523892 is replaced in its entirety by this Notice. The original contract notice inadvertently contained information that differed from the tender documents, in particular on the allocation of lots and the evaluation criteria. The contracting authority has corrected the discrepancies in this notice.
The award is made as a social and other special service within the meaning of Section 130 (1) GWB in conjunction with Section 64 et seq. VgV in the type of open procedure.
Lot 1 - Emergency RescueThe object of the assignment pursuant to § 5 para. 1 NRettDG in Lot 1 is the implementation of emergency rescue services pursuant to § 2 para. 2 no. 1 NRettDG with rescue equipment equipped for this purpose (RTW) in the rescue service area of the city of Wolfsburg for a period of five years (basic term) plus two extension options of 6 months each (option period 1 and 2) for a lump-sum annual remuneration. In addition, upon request, the officer also participates in planned and unplanned additional requirements in return for an assignment-related remuneration.
The commissioners carry out the task as administrative assistants in accordance with the instructions of the City of Wolfsburg.
In order to cover the demand, the officer shall provide the rescue equipment including equipment and medical equipment, as well as qualified non-medical rescue personnel to staff the rescue equipment within the specified operating and retention times and carry out the operations assigned to him by the control centre. During the operating and maintenance periods, the staffing and operational readiness of the RTW prescribed in accordance with § 10 NRettDG and the specifications of the Annex Service Description must be fully ensured by the officer at all times. In addition, the officer shall keep one reserve vehicle per lot. If necessary, the representative must make the reserve vehicle available to another service provider.
The provision of the rescue station in accordance with § 4 para. 4 p. 1 in conjunction with § 8 NRettDG is carried out by the client. The commissioner pays a monthly rent to the client for the use of the rescue station. The operating costs of the rescue station are borne by the commissioner himself.
The provision in Lot 1 includes the following basic requirements:
• 1 ambulance ("RTW 1") all-day / 7 days a week incl. public holidays (168.0 life-saving equipment hours per week)
• 1 RTW ("RTW 2") Mon.-Fri. from 7:00 a.m. to 7:00 p.m., Saturdays from 9:00 a.m. to 9:00 p.m. and Sundays and public holidays from 10:00 a.m. to 10:00 p.m.
• 1 RTW ("RTW 3") Mon.-Fri. from 08:00 a.m. - 08:00 p.m. (60.0 hours per week)
• 1 RTW ("RTW 4") Mon.-Fri. from 08:00 a.m. - 03:00 p.m. (35.0 hours per week)
During the term of the contract, the client reserves the right to extend the ambulance provision with emergency rescue services totalling 2138 hours of annual rescue equipment by way of a unilateral option. The exercise of the option must be communicated to the agent in text form at least 3 months before the option takes effect.
In the case of an optional increase in the ambulance provision, the scope of provision is as follows:
RTW provision with optional extension (Lot 1)
• 1 ambulance ("RTW 1") all-day / 7 days a week incl. public holidays (168.0 life-saving equipment hours per week)
• 1 RTW ("RTW 2") Mon.-Fri. from 7:00 a.m. to 9:00 p.m., Saturdays from 9:00 a.m. to 9:00 p.m. and Sundays and public holidays from 9:00 a.m. to 9:00 p.m.
• 1 RTW ("RTW 3") Mon.-Fri. from 8:00 a.m. to 8:00 p.m., Saturdays from 9:00 a.m. to 7:00 p.m., Sundays and public holidays from 11:00 a.m. to 9:00 p.m.
• 1 RTW ("RTW 4") Mon.-Fri. from 8:00 a.m. to 5:00 p.m. (45.0 hours per week).
The contractor is not entitled to an extension of the scope of the provision.
Lot 2 - qualified ambulance transportThe subject of the assignment pursuant to § 5 para. 1 NRettDG in Lot 2 is the performance of services of qualified ambulance transport pursuant to § 2 para. 2 no. 4 NRettDG with rescue equipment equipped for this purpose (KTW) in the rescue service area of the city of Wolfsburg for a period of 5 years (basic term) plus two extension options of 6 months each (option period 1 and 2) for a lump-sum annual remuneration. In addition, upon request, the officer also participates in planned and unplanned additional requirements in return for an assignment-related remuneration. The commissioners carry out the task as administrative assistants in accordance with the instructions of the City of Wolfsburg.

The commissioner shall provide a suitable KTW location. With regard to the KTW location of the commissioner in Lot 2, it is assumed that the city centre of the city of Wolfsburg (here: location of the Wolfsburg fire brigade, Dieselstraße 24, 38446 Wolfsburg) can be reached within a maximum of 30 minutes driving time.
The provision in Lot 2 includes in the basic requirements:
• 1 KTW ("KTW 1") all day / 7 days a week incl. public holidays (168.0 life-saving equipment per week)
• 1 KTW ("KTW 2") Mon.-Fri. from 7:00 a.m. to 2:00 p.m. and Saturdays from 9:00 a.m. to 2:00 p.m.
• 1 KTW ("KTW 3") Mon - Fri from 07:00 - 16:00 (45.0 rescue equipment per week)
• 1 KTW ("KTW 4") Mon - Fri from 08:00 - 17:00 (45.0 rescue equipment per week)
• 1 KTW ("KTW 5") Mon - Fri from 10:00 a.m. to 7:00 p.m. (45.0 hours per week).
During the term of the contract, the client reserves the right to extend the KTW provision with services of qualified ambulance transport amounting to a total of 556 annual rescue equipment hours by way of a unilateral option. The exercise of the option must be communicated to the agent in text form at least 3 months before the option takes effect.
In the case of an optional increase in the KTW provision, the scope of provision is as follows:
• 1 KTW ("KTW 1") all day / 7 days a week incl. public holidays (168.0 life-saving equipment per week)
• 1 KTW ("KTW 2") Mon.-Fri. from 7:00 a.m. to 1:00 p.m. and Saturdays from 9:00 a.m. to 3:00 p.m.
• 1 KTW ("KTW 3") Mon - Fri from 07:00 a.m. - 03:00 p.m. (40.0 hours per week of rescue equipment)
• 1 KTW ("KTW 4") Mon - Fri from 07:00 - 17:00 (50.0 rescue equipment per week)
• 1 KTW ("KTW 5") Mon - Fri from 07:00 - 19:00 (60.0 rescue equipment per week).
The contractor is not entitled to an extension of the scope of the provision.
In order to cover the planned and unplanned additional requirements, the contractor shall provide an additional vehicle and staffing per lot on request. If necessary, the contractor's reserve vehicle or a vehicle of the client can be used. In the event of unplanned additional demand, the vehicle must be reported to be fully operational within 90 minutes of receipt of the request by the control center. The requirement for the planned additional requirement is generally made with a lead time of at least 3 days in Lot 2 (KTW provision).
