General planning services - Expansion and modernisation of the inclusive school centre Döbern - primary and secondary school "Germanus Theiss"

As part of the development of the inclusive school centre Döbern, a new building with an expected gross floor area of approx. 1,150 sqm is to be built in the vicinity of the existing primary and secondary school Germanus Theiss - on the already vacated parcel 1276/Ringstr. 8. In addition, the renovation measures / implementation of fire protection measures in existing buildings are to be continued.

The construction measures are based on a feasibility study from 2022, but this does not yet take into account current extended requirements for a 3-speed, as well as a fire protection concept from 2020 (see also para. II.2.4). The feasibility study is part of the tender documents, on the one hand as a basis for further planning, and on the other hand for the purpose of compensating for an information advantage, since it cannot be ruled out that the preparers will apply in this procedure.

The planning services to be assigned relate in detail:

1. House A Stock - main building:, GFA 2,679 sqm, built in 1883, 4-storey [incl. converted attic]; Use: Secondary education.

Planning: Continuation of the renovation (structural and plant engineering / fire protection upgrading measures / creation of accessibility).

Since 2001, a number of restructuring measures have already been implemented, in particular. in the northern part, however, further measures are required [including repair/modernisation of corridors, staircase II and individual rooms])

2. House B: GFA 337 sqm (ground floor/upper floor), built in 1877, 3-storey; Use: Secondary education.

Planning: Continuation of the renovation (structural upgrading measures with regard to inclusion / accessibility and, if necessary, technical upgrading measures).

The following measures have already been implemented. In the future, it is particularly important to align the ground levels on the ground floor and upper floor (accessibility) and, if necessary, to modernize measures in the field of technical equipment/if necessary. Installation of solar system.

3. House C stock: GFA 429 sqm, 1- or 2-storey; Use: auditorium and student café (secondary level).

Planning: Modernization with regard to energy efficiency.

The following measures have already been implemented. In the future, it is particularly important to dismantle or renovate the attic as subordinate spaces [archive/warehouse] as well as façade insulation.

4. House E - new building (parcel 1276): Use: classrooms/group rooms (number: 6 / 3) as well as rooms for the area of work studies.

Planning: New construction of an expected 3-storey solitaire with approx. 1,150 sqm GFA. Due to the hydrological/geological conditions, a basement is excluded.

5. New school open spaces: Design of the open spaces on parcel 1276, in particular creation of exercise offers (as a supplement to the existing schoolyard) and parking spaces.

Energy efficiency/cost-effectiveness are examined and, if necessary, optimized.

The planning and energy verification should be carried out at least according to the currently applicable rules of the Building Energy Act (GEG 2020).

The planned construction measures are summarized as follows: 1. Building type: School; 2. Type of construction measures: new construction and construction in existing buildings; 3. GFA: New construction approx. 1,150 sqm / existing building (house A, B C) total approx. 3,445 sqm; 3. estimated total construction costs (cost groups 200 to 700 according to DIN 276) gross: new construction approx. EUR 4.35 million (of which KGr 300: approx. EUR 2.37 million / KGr 400: approx. EUR 0.67 million / KGr 500: approx. EUR 0.47 million) / portfolio approx. EUR 1.2 million (of which KGr 300: approx. EUR 0.81 million / KGr 400: approx. EUR 0.12 million).

The intended assignment includes the following service profiles:

A. General planning / project coordination: Services resulting from the function as general planner.

B. Object planning of buildings and interiors according to HOAI §34: Basic services work phases 1-8.

C. Structural design according to HOAI §51: Basic services work phases 1-6.

D. Technical equipment according to HOAI §55, plant groups 1 to 6 and 8 according to HOAI §53: Basic services work phases LPh 1-8.

E. Object planning for outdoor facilities according to HOAI §39: Basic services Performance phases 2-8.

F. Building physics (thermal insulation and energy balance, building acoustics, room acoustics) according to HOAI Annex 1.2: Basic services work phases 1-7.

G. Fire protection according to AHO-Schriftenreihe Nr. 17: Grundleistungen Leistungsphasen 1-8.

In addition to basic services, selected special services should be commissioned, if and if necessary.

As part of the application process, proof of suitability for performance profiles B, C and D must be provided. The specialist planners for the service profiles E to G are only to be named in the 2nd stage of the award procedure. Part of the fee query in the 2nd stage are the performance profiles A to G.

If the candidate/group of candidates intends to use subcontractors, these must be designated at stage 2 of the procedure. The indication of a planned subcontracting in the context of the participation competition (level 1) is voluntary, unless the candidate/group of candidates already refers to subcontractors as proof of his/her performance (proof of revenues/employees/references).

We are looking for a general planner or a working group of specialist planners who will provide the necessary planning services. A lot-by-lot allocation is not intended. The award is made in stages (see para. II.2.11) without legal entitlement to the assignment of all performance levels. Optional services: see para. II.2.11.

It is planned to implement the project using different subsidies (EU, federal, state - application on the basis of LPh 3). In accordance with the funding commitments still to be obtained, the measures may have to be prioritised; if necessary, measures must also be postponed completely. Priority is initially given to new construction.

The entire planning and implementation process must be designed in compliance with the respective funding conditions.

The following documents are available and are part of the procurement documents, which can be accessed on the Internet (see para. I.3): Feasibility study (author: Hampel Kotzur & Kollegen, Cottbus 02/2022), fire protection concept houses A and B (author: BIG - Behrens Ingenieurbüro GmbH, Treuenbrietzen 05/2020) and, in the case of the invitation to tender/invitation to negotiations, signed documents to be submitted (e.g. agreement on compliance with the minimum requirements according to the BbgVergG).

Knowledge of these documents is not required for the application process. In the 2nd stage of the procedure, further documents are made available to the selected companies (see section II.2.11).

Expected timeframe: 1. Commission: 06/2023; 2. Planning/construction: until 06/2026; 3. Project completion: subsequently.
