The state of Baden-Württemberg would like to continue its role model function with regard to the
resource conservation and circular economy and therefore supports the use of recycled building materials. For this reason, the terms of reference in the field of concrete work list items for which the use of R-concrete is intended. This requires the use of recycled aggregate (RC-GK) in a specified proportion.
However, it is difficult for the contracting authority to assess in advance whether the corresponding recycling material will be available close to the site. Therefore, in this tendering procedure, the submission of ancillary offers for the performance area of the concrete work shown in the tender documents is permitted. In the event of uneconomical procurement conditions, this makes it possible for companies to offer a standard concrete version instead of R-concrete. In addition to the criterion of price (weighting 95%), the attached tender documents also specify the criterion of environmental factor (weighting 5%). The evaluation of the main and secondary offers is based on the defined award criteria.
In order to perform the services, the requirements of the common administrative regulation for external person review of July 25, 2017 (GABl. 2017, page 453) must be met.
In addition, the award of 'maintenance services' is the subject of the procedure.
