Foundation of Thuringian Palaces and Gardens, Rudolstadt | Heidecksburg Castle | South wing ground floor columned halls, object planning

In the 19th century, the originally used horse stable was converted into the columned halls into princely lounges and provided with high-quality wall-mounted furnishings that have been preserved in their original substance.

Static cracking problems on ceiling and walls including the surfaces, rising moisture with biogenic damage in the historic parquet panels and wooden floors and a defective and creatively insensitive electrical installation on plaster illustrate the structural and restoration need for action.

The structural condition, lack of heating, sanitary and fire protection equipment (early fire detection) currently do not allow permanent use.

The offices and public areas of the State Archives directly adjacent to the columned halls do not meet the requirements for accessibility, visitor service and working conditions. For these reasons, it is planned to qualify the columned halls for use by the State Archives.

Parts of the premises will also be available to STSG as hybrid use. In addition, variants of partial use by the STSG must be examined in the course of planning.

The high-quality wall-mounted furnishings are to be preserved or renovated in their original substance and are accompanied by a restoration planning.

Monument protection measures are to be implemented with the aim of renovating existing buildings while maintaining ongoing operations outside the construction sector. The construction site must be set up and coordinated accordingly.

The aforementioned renovation and restoration is to be developed and implemented in close cooperation with the Thuringian Palaces and Gardens Foundation, the representatives of the monument authority, the structural engineer, the restorers, the building researchers and the other specialist planners in accordance with monument regulations, which can be approved and sustainably.

A total of approx. 700 m² gross floor area is to be developed with the measure.

The upper limit for construction costs is € 1,785,00.00 million gross for cost groups 200 to 700 in accordance with DIN 276. The expected share of the eligible costs for the cost group 300+400 is estimated by the client at 1,500,000 - € (net). The planning is to be aligned with the construction cost ceiling.

The client reserves the right to commission the service phases in stages according to §§ 33 ff HOAI according to his assessment in the fee zone IV. In a first step, the commissioning for the work phases 1 and 2 HOAI for the basic determination and preliminary planning (pro rata in the planning of property safety and fire protection measures) with the aim of creating the renovation and measures concept in 2023, without legal claim to further commissioning. After performance phase 2 and confirmation of the variant, the commissioning of performance phase 3 follows with the aim of preparing an application document according to ZBau Land. Upon confirmation by the funding body, the further service phases are intended for commissioning. It is an advantage if the applicants have experience in the processing of grant projects.

To determine the quantities of building fabric to be processed, the client prefers the calculation method based on volumes, areas, lengths or trades (not according to coarse elements according to DIN 276).

Over the entire project period, the client reserves the right to restrict the assignment to partial services of individual performance levels or to individual sections of the construction project or otherwise modified. The client also reserves the right to assign partial services separately if there are special professional reasons for doing so. The contractor is obliged to provide the services of the further service levels if the client assigns them to him. As a result of a phased assignment in accordance with the provisions of the contract, the contractor cannot derive an increase in his fee.

The client expects the regular participation of the planner in the planning consultations. Important planning results are to be presented in the STSG (concept commission). In the implementation phase, the local presence must be ensured at least 1-2 days / week at Heidecksburg Castle.
