Construction of the flue gas treatment installation for boilers OP-130 No. 5 and No. 6 at the CHP Plant in Elbląg

The subject of the order is the execution (in the turnkey formula) of complete, modern installations for catalytic denitrification of exhaust gases (SCR) for each of the boilers OP-130 No. 5 and No. 6, and a complete, modern installation of flue gas desulphurisation using the semi-dry method (IOS) common for boilers OP-130 No. 5 and No. 6 in Energa Kogeneracja Sp. z o. o., i.e. the Elbląg combined heat and power plant, enabling the Elbląg combined heat and power plant to meet the requirements set out in the Industrial Emissions Directive (IED Directive), including BAT Conclusions.



The subject of the order is the execution (in the turnkey formula) of complete, modern installations for catalytic denitrification of exhaust gases (SCR) for each of the boilers OP-130 No. 5 and No. 6, and a complete, modern installation of flue gas desulphurisation using the semi-dry method (IOS) common for boilers OP-130 No. 5 and No. 6 in Energa Kogeneracja Sp. z o. o., i.e. the Elbląg combined heat and power plant, enabling the Elbląg combined heat and power plant to meet the requirements set out in the Industrial Emissions Directive (IED Directive), including BAT Conclusions.

Installation of catalytic SCR flue gas denitrification installations for boilers OP - 130 No. 5 and 6, is to ensure the reduction of nitrogen oxides emission to ≤ 100 mg / m3u NOx (understood as the sum of nitrogen oxide NO and nitrogen dioxide NO2 calculated as NO2 with 6% O2 content ), in the range of steam flow for each boiler from 55 to 150 Mg / h when burning hard coal and with the possibility of co-firing biomass up to 20% by mass in the total fuel stream.

The common desulfurization flue gas desulphurisation installation for boilers OP-130 No. 5 and 6 with a maximum capacity of 360,000 Nm3 / h is to ensure reduction of SO2 emissions to ≤100 mg / m3u at O2 = 6%, HCl reduction to ≤10 mg / m3u at O2 = 6%, reduction of HF to ≤2.5 mg / m3u at O2 = 6% and reduction of dust emission to ≤5 mg / m3u at O2 = 6% when burning coal and with the possibility of co-firing up to 20% massively in the total fuel stream.

Connection of the Installations being implemented to the existing system will be carried out in periods resulting from the schedule of boiler shutdowns at the Elbląg CHP Plant and will include the following Tasks:

Task 1 - Complete new IOS installation and flue gas ducts, new chimney, process product installation (installation of discharging the post-process product from the IOS, storage of the post-process product, loading station of the final product onto the means of transport), installation for receiving and storage of sorbent, process water installation, fan supporting exhaust gas, compressed air installation together with electrical and control infrastructure, measurements and automation as well as repair and maintenance management necessary for the proper functioning of Task 1.

Task 1 also covers the construction of all communication, sanitary and road infrastructure, as well as land development

Tasks 2A - Construction of the SCR installation of the boiler No. 5 together with the DRiM station and replacement of rotary air heaters, as well as works in the field of replacement of the flue gas channel, strengthening of the electrostatic precipitator (EF) as well as modernization or replacement of flue gas fans (WS), together with electrical and control infrastructure, measurements and automation as well as renovation and maintenance management necessary for the proper functioning of Task 2A.

Task 2B - Construction of the SCR installation for boiler No. 6 and replacement of rotary air heaters, as well as work on strengthening the exhaust gas ducts, electrostatic precipitator (EF) and modernization or replacement of exhaust fans (WS), along with electrical and control infrastructure, measurements and automation as well as economy repair and maintenance necessary for the proper functioning of Task 2B.

ATTENTION: During the construction of the SCR Installation, in the absence of the need to strengthen the flue gas ducts and the electrostatic precipitator and the lack of the need to modernize or replace the WS on boiler No. 6, the Employer is to be able to work with the existing boiler OP-130 No. 7. Throughout the entire duration of the investment Contract Implementation Schedule it is to be developed so that it is possible for continuous operation of one of the three OP-130 boilers (where boiler No. 7 can work up to 30.6.2020).
