The objective of the tender contest is to enter into a framework agreement with a travel agency with access to the most rational and financial advantageous travels, in such a way that time consumption, price, service and quality always provide the customer the most advantageous total service. The travel agency shall contribute to the main guidelines for coverage of travel, board and lodging paid by the Norwegian State are complied with. This first and foremost applies to travels being made as quickly and inexpensively as possible, when all considerations are made in relation to expenses and an efficient and reliable implementation of the travel.

The framework agreement includes all official journeys made by the Norwegian State Housing Bank's employees, hired personnel and external representatives, and paid by the Norwegian State Housing Bank. The framework agreement may also include services in relation to conferences, etc.
