The framework agreement concerns a global mission of priority interventions on the perimeter of the Old Center of the city of La Seyne-sur-Mer comprising several lots. Particular attention to condominiums is carried through a Popac device for the first three years. A global service concerns the animation and the follow-up of the new OPAH Urban Renewal of the old center of La Seyne.

The municipality wishes to be accompanied for the implementation of the police powers of the Mayor in the field of danger and the fight against insalubrity.

The tender procedure used is: the open call for tenders. It is subject to the provisions of Articles L. 2124-2, R. 2124-2 1 o and R. 2161-2 to R. 2161-5 of the Public Order Code. The framework agreement with minimum and no maximum has been implemented pursuant to Articles L. 2125-1 1 o , R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the code of the public order. It will give rise to the issue of purchase orders.

Under the DPGF are expected:

- search mission

- constitution of a database and supply of an observatory of condominiums,

- mission of sensitization and the mobilization of the actors of the co-ownership:

- Provider's commitments in terms of annual balance sheet and final valuation,

- communication mission under the BPUF are expected:

- multi-criteria diagnostic services as defined by the ANAH,

- overall support of condominiums.

For the animation mission of the OPAH on the DPGF:

- prospecting, information, communication and animation services,

- support for the definition of priorities and their operational implementation,

- partnership animation,

- and administrative and operational follow-up.

On the BPUF:

- support services for homeowners and landlords,

- a mission to relocate tenants including a mission to relocate tenants and enhanced social support,

- support for the fragile and degraded co-properties identified.

For the AMO mission:

- fight against insalubrity and unworthiness and the exercise of police powers of the Mayor

On the DPGF:

- follow-up and animation services on the BPUF:

- AMO services for the exercise of police powers of the mayor on the perimeter of the old center and on the perimeter of the islets identified to carry out actions of ORI and Thirori,

- a substitute market for the implementation of the ex officio works.

Under the DPGF are expected:

- follow-up missions to the studies carried out in the form of meetings (with the contracting authority, technical and steering committee) and balance sheet production.

Under the BPUF are expected:

- Eligibility and calibration study missions for Ori and Thirori dossiers as well as project management assistance for the presentation of these studies to the national authorities.
