Description:
Comprehensive electricity supply

1. The subject of the contract is the provision of a comprehensive supply of electricity, including the sale of electricity and the provision of electricity distribution services, in accordance with the provisions of the Act of 10 April 1997. Energy law (hereinafter referred to as PE) to the facilities The Contractor in terms of the basic contract (guaranteed) with the right of the quantitative and value options described in Annex 1 to SWZ. (according to the mountings they have). The qualitative parameters of electricity are defined by the Regulation of the Minister of Economy of 4.05. 2007 on the detailed conditions of the operation of the electricity system (Journal of Laws 2007, No. 93, item 623, etc.)

2. A detailed description of the object of the contract, including in particular: locations and description of the electricity collection points together with contractual power and consumption broken down by basic order (guaranteed) and the right of option is contained in Annex No 1 of the SWZ forming an integral part of the SWZ.

The subject of the contract includes the sale of electricity and the provision of electricity distribution services for the Municipality of Toruń, the Toruński Society of Social Construction Sp. z o.o., the Municipality of Lubicz with the Department of Community Services Sp. z o.o. and the organizational units of the municipality, the Municipality of Lubicz, Chełmża, Municipality of Chełmża with Centre for Sport and Tourism, Municipality of Łysomice, Municipality of Łubianka, Municipality of Obrowo, Municipality Wielka Nieszawka, Municipality Zławieś Wielka, and other points shown in Annex 1to SWZ.

A detailed description of the object of the order, including locations and a description of the electricity collection points together with contractual power and estimated consumption, is set out in Annex No 1 to SWZ.

2. The Contracting Authority informs that

(a) certain connection points (particularly in tariff B and C) have different contractual power value broken down by month. The Contracting Authority has adopted a medium-annual contractual force for the procedure;

(b) the estimated electricity consumption of Annex 1 to SWZ has been carried out with due care, but is indicative;

(c) the individual unit rates for the electricity distribution service between 01.01.2022 and 31.03.2022 will comply with the tariff or tariffs for the company (ENERGA Operator SA) approved by the President of the Energy Regulatory Authority;

(d) the distribution part rates set out in Annex 2 to SWZ are consistent at the date of submission of the tender with the distribution tariff of the local Distribution System Operator approved by the President of the Energy Regulatory Authority.

(e) In order to simplify the submission of an offer in the distribution part of Annex 2 to SWZ for tariffs:

- B23 and C23 unit price of the variable network rate component has been accepted for the winter period;

- C11 unit price of the subscription fee has been accepted for the one-month settlement period;

- tariff group G the unit price of the fixed network rate component and the transitional fee was adopted respectively for the 3-phase installation and the annual consumption range >1200kWh;

- R the unit price of the transitional fee has been accepted for the NN connection;

(f) the final settlement of the distribution fees will comply with the applicable tariff of the DSO

(g) The Contracting Authority informs that in the purchasing group there are units with PV installations a unit rate of 1 kWh of electricity must take into account the consumption of energy produced from these installations on a prosumenta basis. The Contracting Authority stipulates that the quantity of installations during the period covered by the contract may change. Annex 7 to SWZ shows a list of PPE points to which photovoltaic installations are attached.

3. The Contractor must have a contract concluded and in force, the so-called General Distribution Agreement, with the local DSO, on the basis of which he may sell electricity through the distribution network of that DSO to all the facilities of the Contracting Authority indicated in Annex 1 to the SWZ. The Contracting Authority shall indicate that, for the points indicated in Annex 1 to SWZ, the role of the DSO shall be performed: ENERGA Operator S.A.

4. In order to calculate the offer price, the Contractor should take into account the energy consumption indicated in Annex 1 to SWZ, Chapter 11. The Contracting Authority points out that in order to avoid possible accounting errors in preparation of the tender, he shall include in Annex No 1 “Detailed Description of the Subject Orders” in Chapter 11 “Summary”, “Cumulative Summary of Energy Consumption (DATA FOR THE RELATION VALUES AND OFFER PRICE”.

5. The Contracting Authority informs that pursuant to Article 139 (1) of the Law, pzp will first examine and evaluate tenders and then make the qualifications of the contractor whose offer has been highest assessed as regards the grounds of exclusion and the fulfilment of the conditions for participation in the proceedings.
