Organisation Background:

Weaver Vale Housing Trust (WVHT) was formed in July 2002 following a transfer of Vale Royal Borough Council housing stock and is the only local landlord wholly based in West Cheshire. Providing over 6,000 homes in Northwich, Winsford, Frodsham, Helsby and outlying rural areas. We provide a range of affordable accommodation for all ages, from flats and retirement apartments to two/three/four bed houses.

We have developed a variety of services to support people in their day to day life, helping them live independently in their own homes. Our fundamental aim is to help our customers improve the quality of their lives.

Since its formation the Trust has completed over GBP 100 million of improvements to its homes and undertaken a series of award winning new build projects to provide affordable, energy efficient housing in West Cheshire.

WVHT is continuing to work towards the vision of Transforming Neighbourhoods, Homes and Services, to improve the quality of life for our customers.

Required Service:

The tender is focused on the provision of materials to support the WVHT property services team, which consists of approximately 112 operatives with a fleet of 80 vehicles. The property services team is responsible for building maintenance, electrical and gas services and programmed/planned works on behalf of WVHT.

It is envisaged that the service will be delivered from a single stores facility in the Northwich or Winsford area. Support for outlying WVHT housing stock, or for remotely based operative can be provided from suitably located branches. For example there are small numbers of WVHT housing stock in the Frodsham and Helsby areas.

Purchases are to be from a core range covering a wide variety of plumbing, heating, gas, electrical, lightside, and heavyside materials as well as ancillary services such as plant hire. The expected service will require a supplier with proven capability and experience in providing dedicated stores facilities supplying a comprehensive range of materials.

Tenderers can provide the dedicated stores service via an existing stores/branch facility that is open in the Northwich or Winsford area. Alternatively the service could be provided via a dedicated standalone location proposed by the tenderer, again provided that the new facility is suitably located within the Northwich or Winsford areas. In either case the service must meet as a minimum the service specification detailed within the provided supply agreement (provided within the supporting information section of the tender).

WVHT may also require the successful merchant to factor some products (specials) from third-party suppliers either by physically purchasing and selling on specialist products, or simply handling the invoice and payment process for goods collected/delivered directly from/by relevant local suppliers

A return-on-sales (ROS) or open-book pricing mechanism to deliver this service will not be considered and will be rejected. Tenderers are permitted if they choose to submit their costs based upon a management fee approach, with an annual fee for the service element identified separately from the materials costs.

For reference WVHT currently operate with Open Accounts as their financial system and Aareon QL for their works system.

Site visits and interviews will be conducted, these are provisionally set to occur between the 5th and 12.5.2014.

Tender value and contract duration:

The tender is being undertaken as an open procedure, as detailed in Regulation 15 of the UK statutory instrument Public Contracts Regulations 2006/5 (as amended).

WVHT is inviting tenders for the supply of building materials through a managed stores service. The service will be used by WVHT and by any of WVHT's subsidiaries, both current and future. The duration of the contract will be 60 months.

The estimated value of purchases that will be made during the full 60 month period is approximately between GBP 7,000,000 and GBP 8,000,000 excluding VAT. This estimate of expenditure is for information only, and no guarantees are given, nor are implied as to the actual value of business that will be placed with the successful Supplier.

The new contract will be required to be operational from the 30.9.2014.
