The Norwegian State Educational Loan Fund is implementing a tender contest with negotiations for IT services related to a public cloud, consultancy services and operations New agreement models must be adapted to the Norwegian State Educational Loan Fund's revised sourcing strategy. SaaS is the preferred delivery model for everything that is not developed internally. 'Public hyperscale cloud' must be chosen if IaaS and PaaS services are used. 'Public hyperscale cloud' means significant, well-established and market-leading cloud providers, such as Microsoft Azure, Amazon AWS and Google Cloud Platform.
The Norwegian State Educational Loan Fund would like to enter into framework agreements with tenderers who, throughout the contract period, will assist with expertise on cloud services and the accompanying infrastructure. See the tender documentation, point 6.1 for further information.
Based on deliveries from the analysis phase, the Norwegian State Educational Loan Fund will hold one or several mini-competitions for transforming services to a public cloud and operation of the services.
Most of the services are expected to be announced in service area 2. Generally, services that are exclusively run in the public cloud are here, whilst services that consist of an on-premise-component will be in service area 3.
Based on the deliveries from the analysis phase, the Norwegian State Educational Loan Fund will hold one or several mini-competitions for the establishment and operation of network services and traditional IT services.
Service area 3 primarily consists of on-premise services. Where these services use a support component in a public cloud as part of their delivery, both on-premise and public cloud components will be in service area 3 in order to ensure uniform delivery of the service. A typical example can be network operation where there are centralised control units and monitoring in a public cloud, whilst the network that is delivered is on an on-premise service. The generality of this will then be within service area 3.
Based on the deliveries from the analysis phase, the Norwegian State Educational Loan Fund will hold one or several mini-competitions for services connected to monitoring, detection and managing security threat events in the Norwegian State Educational Loan Fund´s system.
This area is also called managed security service provider (MSSP), which is defined as a supplier of IT security services that delivers monitoring and management of security units and systems that are vulnerable. (Gartner's definition of MSSP: (The remote monitoring of security events and security-related data sources, or the management of IT security technology along with security event monitoring, delivered via shared services from remote security operations centres (SOCs), not through personnel on-site nor remote services delivered on a one-one basis to a single customer.)
