Framework Services Agreement for the Environmental Assessment of the Modification of the Regional Land Use Plan

perspective.brussels, as part of its Brussels spatial planning missions, has received a mandate to amend the Regional Land Use Plan (PRAS) in order to meet the objectives identified by the Regional Government in July 2019 (General Policy Statement — DPG). Details of the Government's order are detailed in the technical clauses.

The modification work will therefore aim to respond to these requests while updating the maps and prescriptions that require it. This update calls for an environmental assessment within the meaning of EU Directive 2001/42. The purpose of this framework agreement is to provide a framework for the environmental assessment missions of this project in accordance with the Assessment/Habitat Directives and the requirements of CoBAT. To this end, the framework agreement is divided into 3 lots.

PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT

Lot A specifically concerns the task of preparing a report on the environmental impact of the proposed amendment to the SRAP, in accordance with the requirements of Directive 2001/42 Strategic Environmental Assessment/Environmental Assessment of Plans and Programmes and Annex C of the Brussels Code of Spatial Planning. The expected substantive tasks are specified in the technical part of this contract, which is also subject to a specific approval procedure. In this batch, the awardee proposes a complete, sincere and neutral assessment of the likely environmental impacts of the amendment of the SRAP, its adaptation following specific publicity measures and arbitrations by the authority.

DEVELOPMENT OF AN APPROPRIATE IMPACT ASSESSMENT

Batch B deals with the development of an appropriate assessment of the impacts of the proposed SSAP amendment. In fact, the proposed amendment to the SRAP is likely to modify the graphic and/or literal requirements applicable to the conservation areas of “Natura 2000” species, as specified in Directives 2009/147, 1979/409 and 1992/43. In this batch, the awardee proposes the appropriate comprehensive, sincere and neutral assessment of the likely impact of the modification of the SRAP on the conservation areas covered by the Guidelines, its adaptation following specific publicity measures and arbitrations by the authority.

ASSESSMENT OF IMPACTS NOT REQUIRED BY REGULATION

Lot C is intended to accompany the project owner in his proposed modification of the SRAP in all matters relating to the environmental impacts that it could cause. Without the list being exhaustive or reflecting the analyses and work commissioned, it could be, by way of example, for the successful awardee in this batch to propose a complete or localized sincere and neutral assessment of the likely impacts of the amendment to the SRAP on human health (for example, in the form of an assessment of the impact on human health). Health (EIS), an analysis of the balance sheet in terms of net generation of greenhouse gases of such a project, an analysis of the potential in terms of strengthening the environmental resilience capacities of unbuilt spaces in terms of extreme climate events...
