The Storting will enter into a framework agreement on uncertainty analyses, quality assurance and a KS1 assignment. A framework agreement will be signed with one tenderer. The tenderer to whom the framework agreement is awarded will also be awarded the KS1 assignment, the value of which will constitute the majority of the estimated contract value for the framework agreement. This assignment - and assignments under the framework agreement - are remunerated according to time spent at the rates in the framework agreement.

The Storting hereby invites tenderers to an open tender contest for a framework agreement for the execution of uncertainty analyses and quality assurance, and a contract (KS1) for a choice of concept study (Norwegian: KVU) for the Storting's building extension to Akersgata. The choice of concept will be presented to the Storting in March 2024. Regarding the KS 1 for government investment projects, reference is made to circular R-108 Government project model - Requirements for assessment, planning and quality assurance of major government investment projects.

Startup of the KS 1 will take place in mid-November 2023.

In special cases, it may be relevant to award assignments for uncertainty analyses and quality assurance to tenderer other than the tenderer to whom the framework agreement is awarded.
