The contract period is fixed-term 18 months (months) and the contract includes the possibility to extend the contract period by one (1) option year. The option period is automatically introduced on the original terms of the contract, unless the contracting entity notifies otherwise no later than four (4) months before the end of the actual contract period.
The contract period starts on 1.7.2023 or at the earliest after the procurement decision has become final.

The tendering process is carried out in an open procedure, and one of the tenderers with the highest scores in the comparison is selected as the contract supplier. The selection criterion for the tendering process is overall economic affordability, with the weight of the price being 80 points and the weight of quality being 20 points. If several tenderers receive the same number of points, the contracting entity shall draw the successful tenderer. A draw is a method accepted by jurisprudence.

The tenderer has familiarised himself with the contracting entity's sites (Akaa and Paroinen) before submitting a tender. If the tenderer has not previously applied for sludge from the contracting entity's treatment plants, the tenderer must visit the contracting entity's sites in question to familiarise themselves with their conditions from the perspective of sludge treatment. The bidder must book presentation times for weeks 19 or 20 in advance. Reservations can be made by sending an email to marja.leimu@hsvesi.fi no later than 12.5.2023.
Sarastia Oy is referred to as the person requesting the offer. HS-Water is referred to as the client/contracting entity. The tenderer is referred to as supplier/tenderer. The contracting parties refer to HS-Vesi Oy and the selected supplier. Sarastia Oy acts as a consultant in the technical implementation of the tendering process.
The contracting entity/tenderer shall have the right to verify the information provided by the tenderer in its tender documents before taking a procurement decision. If the information provided is not correct, the offer will be rejected.
