The client (AG), as a public waste disposal authority, is responsible for performing all waste disposal tasks in the area of the city of Göttingen; this includes the collection and recycling of the separately collected PPK fraction (paper / cardboard / cardboard boxes). The provision of collection containers as well as the organization of the collection is your responsibility. The PPK fraction to be taken over is a mixture of paper, cardboard and cardboard including transport, sales and envelope packaging (general household goods). The PPK fraction is recorded unsorted by the AG and handed over unsorted in bulk. According to the Waste Directory Ordinance (AVV), these are the waste key numbers 15 01 01 and 20 01 01.
The AG uses collection and delivery systems to record the PPK fraction (AVV No. 20 01 01) from households and the connected trade. In addition to recording via the blue paper bin (120-liter, 240-liter and 1100-liter MGB), waste paper is collected via bundle collections (clubs, churches and associations), container removal, the recycling center and in individual cases, if necessary, by commissioned third parties.
The average annual total amount in the years 2020-2022 was around 8,085 mg. In the years 2019-2022, the proportion of PPK recorded by bundle collections was approx. 5% of the total.
Three dual systems have asserted their claim for restitution pursuant to Section 22 (4) sentence 7 of the Packaging Act, while the remaining systems have agreed to joint exploitation. The expected total annual quantity in 2023 of approx. 7,000 Mg includes the packaging quantities of the dual systems. The proportion of these three systems (claim for surrender) in the total annual quantity of approx. 7,000 mg is approx. 700 mg. The amount of waste paper to be taken over and recycled by the future contractor is thus reduced to approx. 6,300 Mg/year. The distinction between the "sovereign share" and the "packaging share" serves exclusively to make a clear distinction with regard to the billing modalities.
The registration of the PPK fraction by the client is mainly carried out by compressed waste vehicles, but also partly with other municipal vehicles. The average working day collection amount, including the amount of the dual systems, in 2022 was around 29 mg per day based on 260 collection days, and the maximum daily amount was around 50 mg per day on a few days a year. After public holidays, which are on working days (Monday - Friday), we will be rescheduled. Only Good Friday is brought forward.
Changes in the volume of paper, e.g. due to an increase in the commercial collection activities of private waste disposal companies, are not within the sphere of influence of the client.
The services of waste paper recycling in the area of the city of Göttingen are summarized as follows:
• Takeover of the PPK fraction covered by the AG on a transshipment point to be provided by the contractor, which must be located in the city of Göttingen.
Alternatively, the client's transshipment point can also be used. This is located on the outskirts of the city of Göttingen at the Königsgsbühl construction waste recycling landfill.
• Utilization of the PPK fraction taken over by the AG in a final recycling plant approved and approved for this purpose. If necessary, in advance
Preparation and/or packaging of the PPK fraction is not contractually required and is at the discretion of the contractor
• Disposal of any contaminants and sorting residues in accordance with the legal requirements applicable to the respective locations of the sorting or recycling plant(s).
