Fintraffic Raide Oy and the Finnish Transport Infrastructure Agency are asking for tenders for the implementation of the developer consultation of the EKA railway section.

A more detailed description of the procurement object and the requirements set for it are presented in Appendix 1 Description of the object of the procurement and 1.2 Construction consultant's to-do list in this invitation to tender.

The target of the procurement is the procurement and construction services of the first commercial ERTMS section of the Digirada (Lielahti-Rauma/Pori, later abbreviated as EKA) and the signalling system and TMS system to be built on it, as well as any other expert services. The EKA section shall comprise the area specified in Annex 1.1.

Services can be procured at different stages of the implementation of the EKA railway section. The more detailed content of the service and possible tasks are described in Appendices 1 and 1.2. The purpose of the preparation phase is to bring together the functional requirements of the signalling system and the TMS system, to determine the interfaces between the different signalling devices and to draw up a plan for the construction of the system. The preparation phase includes the preparation of competitive tendering for cable routes and cabling work and support for the completion of the tendering process. The purpose of the competition phase is to prepare the tendering of the signalling system procurement and the TMS procurement, and to support the completion of the tendering process. The tendering of the signalling system is carried out through a negotiated procedure, and the tasks of the developer consultant include participating in negotiations, keeping negotiating protocols and maintaining documentation. The purchase of a TMS system can be carried out as part of the procurement of a signalling system or as a separate purchase. In both options, supporting the procurement of the TMS system is one of the tasks of the developer consultant. The construction phase includes tasks related to the construction and commissioning of the signalling system system.

The preparation phase, the tendering phase and the construction phase may also include other work packages and measures that the client has not yet been able to define at this stage.
