The subject of the order is the purchase and successive supply of motor liquid fuels for vehicles and equipment of entities included in the Municipal Purchasing Group of organizational units of the Municipality of Włocławek.
The subject of the order consists of two (2) parts:
Part I - Purchase and successive supply of diesel oil to the Ordering Party's tanks;
Part II - Successive supply of diesel oil and Pb 95 unleaded petrol, by refueling to vehicles and canisters at petrol stations using fuel cards.
A detailed description of the subject of the Order is included in Annex No. 1 to the ToR.
1. The order includes the supply of diesel oil to the Orderer's tanks in the estimated amount:
1) for Miejskie Przedsiębiorstwo Komunikacyjne Sp. z oo:
a) diesel oil "standard" - 1,200,000 liters,
b) Diesel oil ON "with improved low temperature properties" - 120,000 liters.
2) For Miejskie Przedsiębiorstwo Wodociągów i Kanalizacji Sp. z oo:
a) diesel oil "standard" ON - 110,000 liters,
b) Diesel oil ON "with improved low temperature properties" - 10,000 liters.
3) For Przedsiębiorstwo Gospodarki Komunalnej "SANIKO" Sp. z oo:
a) "standard" diesel oil - 270,000 liters,
b) Diesel oil ON with improved low temperature properties - 170,000 liters.
4) For Miejskie Przedsiębiorstwo Energetyki Cieplnej Sp. z oo:
a) diesel oil "standard" ON - 46 170 liters.
2. diesel fuel should meet the quality requirements for liquid fuels in accordance with:
1) PN-EN 590 standard - Automotive fuels - Diesel oils - Requirements and test methods.
2) Regulation of the Minister of Economy of 9/10/2015 on quality requirements for liquid fuels (ie OJ 2015 item 1680).
3) Regulation of the Minister of Economy of 25.3.2010 on methods for testing the quality of liquid fuels (Journal of Laws of 2010, No. 55, item 332, as amended).
3. The indicated order size, specified in point 1 is an estimate and will depend on the actual needs of the Employer.
4. In the event of the Arctic ON limit purchase limit not being used, this limit goes to the purchase of standard diesel oil (applies to MPK Sp. Z oo, MPWiK Sp.z oo, PGK SANIKO).
5. The fuel supply will take place in parts, successively, with the frequency resulting from the needs of the Ordering Party.
6. Oil supplies will be transported by the Contractor, at his cost and risk, by special tankers with a capacity of at least 18,000 liters, equipped with distribution and measurement systems having valid legalization confirmed by a certificate of validity issued by the Office of Measures, bearing sealed inflators and outlets.
7. Diesel fuel will be delivered to the place of storage indicated by the Ordering Party.
8. The supplied diesel fuel must be microbiologically clean and resistant to possible biological contamination in tanks, petrol station installations as well as buses and other motor vehicles.
9. The contractor is obliged to deliver diesel oil only from current production (maximum three months from the production date) and guarantees its durability (suitability for use) for a period of at least three months from the date of delivery.
10. The Contractor shall provide a current quality certificate of the diesel oil producer for each delivery, issued by an accredited laboratory regarding the production batch from which the delivery takes place.
11. The Contractor shall provide for each delivery a meter verification certificate issued by the Office of Measures.
12. The Ordering Party reserves the right to check the quality of supplied diesel oil (once per quarter), by executing at the Contractor's cost, tests in an independent laboratory accredited by the Polish Center for Accreditation, in the scope of the diesel fuel characteristics tested (parameters listed in Annex 3 to the Regulation Minister of Economy of 9/10/2015 on quality requirements for liquid fuels - OJ of 2015, item 1680). The fuel sample for the tests shall be taken from the delivery selected by the Ordering Party at random, in the presence of the employee (driver) of the Contractor and sealed.
13. Regular sampling of the supplied diesel for tests will be carried out in accordance with PN-EN ISO 3170.
14. The analysis of collected samples will be carried out by an accredited laboratory indicated by the Employer for compliance of the parameters of the offered fuel with the quality certificate attached to the delivery.

1) Miejskie Przedsiębiorstwo Komunikacyjne Sp. z o. o. in Włocławek
Unleaded petrol Pb 95 - 1 500 liters,
2) Miejskie Przedsiębiorstwo Energetyki Cieplnej Sp. z o. o. in Włocławek
Unleaded petrol Pb 95 - 2 700 liters,
3) Miejski Zespół Opieki Zdrowotnej Sp. z o. o. in Włocławek.
Diesel oil ON "standard" - 7,300 liters, in periods and grades:
d) grade B - in summer - from 16.4. until 30.9.,
e) grade D - during the transitional period - from 1.3. to 15.4. and from 1.10. until November 15,
f) species F - in winter - from 16.11. till the end of February.
Unleaded petrol Pb 95 - 930 liters
4) Baza Sp. z o. o
Diesel oil ON "standard" - 4 160 liters,
in periods and species:
a) grade B - in summer - from 16.4. until 30.9.,
b) grade D - during the transitional period - from 1.3. to 15.4. and from October 1 to November 15,
c) species F - in winter - from 1.11. till the end of February.
Unleaded petrol Pb 95 - 490 liters
2. Fuel supply on an ad hoc basis (as required) of non-cash purchases using fuel cards. The order will be processed as follows:
1) Refueling tanks for motor vehicles and canisters at at least 1 petrol station in the city of Włocławek, where it is possible to make non-cash purchases with cards issued by the Contractor, or through it.
2) Vehicles belonging to the Ordering Party, will be supplied with fuel at the Contractor's stations in a 24-hour system.
3) The order will be processed in a non-cash manner using the fuel cards issued by the Contractor.
3. The Contractor shall issue to the Employer non-cash fuel cards, one for each means of transport, issued for the registration number of the vehicle in the amount of:
1) 2 items - for Miejskie Przedsiębiorstwo Komunikacyjne Sp. z oo in Włocławek,
2) 20 items - for Miejskie Przedsiębiorstwo Energetyki Cieplnej Sp. z oo in Włocławek,
3) 7 items - for Miejski Zespół Opieki Zdrowotnej Sp. z o. o. in Włocławek
4) 3 items - for Baza Sp. z o. o. in Włocławek.
4. In the scope of supply of unleaded gasoline [Pb 95] for Baza Sp. z o. o. in Włocławek, the Contractor will issue non-cash personalized fuel cards to the Ordering Party, issued to a person authorized to receive fuel in the amount of 2 pieces.
5. Diesel fuel and unleaded petrol shall meet the quality requirements for liquid fuels in accordance with:
1) PN-EN 590 standard - Automotive fuels - Diesel oils - Requirements and test methods.
2) Standard PN-EN 228 - Automotive fuels. Unleaded petrol.
3) Regulation of the Minister of Economy of 9/10/2015 regarding quality requirements for liquid fuels. (consolidated text: Journal of Laws of 2015, item 1680).
6. The fuel supplied must be microbiologically clean.
7. The indicated order size, specified in point 1 is an estimate and will depend on the actual needs of the Employer.
