The acquisition includes an electronic archive and data control solution in accordance with the latest SÄHKE2 standard of the National Archives and the digitization of physical documents, or scanning service for Sarastia Oy customers. Sarastia Oy serves as a joint procurement unit and competes the acquisition for its owners and customers.
Documents from Sarastia Oy customers must be archived in the electronic archive of SÄHKE2 standard directly from the customer's different systems as well as separate individual and mass exports. In addition, digital material must be archived in the archive without conformity to SÄHKE2. The electronic archive should be able to digitize physical documents as a service.
In particular, the procurement shall take into account the up-to-date laws, e.g. Records Act, Accounting Act, Public Administration Information Management Act and the Provision of Digital Services Act. In addition, tenders must comply with the General Contract Terms of Public Administration IT Procurement (JIT 2015) and the recommendations and guidelines of the Information Management Board (e.g. Processing of security-classified documents in cloud services, Recommendation on case processing metadata, Recommendation on the processing of classified documents, Recommendation on a data management model, Recommendation on a document public ity description, Recommendation on technical interfaces and viewing links and other recommendations and guidelines on this acquisition). In addition, the tenderer should be familiar with the VIGIL 1/2013 guidance for the basic MANDATORY requirements required by the contractual period.
The criteria for choosing competition is overall economic affordability and the best price quality ratio as a benchmark basis.
The contract for the acquisition is indefinite. The procurement decision does not create a contractual relationship between the contracting entity and the selected supplier, but the contract period shall enter into force at the earliest when the acquisition decision has gained legal force, or when market law has granted the implementation authorisation to the contract, and where the contracting parties have signed contract. In the event of a delay in the incursion of the contract due to the chosen tenderer (e.g. shortcomings in the fulfilment of the contract terms), the contracting entity shall have the right to reject the offer given and to make a new contract decision. The contract's termination period is six (6) months for both parties and the Sarastian customer entities committed to the acquisition (later the subscriber).
The products and services offered must meet the terms and requirements of this tender offer. All prices shall be given without VAT (VAT 0%).
Electronic archive solution with data controlThis subset concerns a solution for electronic archiving and data control for customers of the joint contracting entity on a so-called turnkey basis, in accordance with the tender documentation. The data control solution should integrate with electronic archiving seamlessly and by default. The electronic repository material inherits metadata from the customer-specific data control solution/solutions (i.e., the subscriber has its own TOS, which must be integrated into the electronic repository solution seamlessly and by default).
Document digitization, or scanning serviceThis subset concerns the digitization and scanning service of physical documents acquired as a service. The procurement entity emphasizes that the provider takes into account the quality of digitization work (data integrity, reliability, image enhancement, OCR text recognition, security) as part of digitization/ archiving aimed at disposal.
