Increasing energy efficiency plays a key role in the success of the energy transition in Germany. By means of the Energy Services Act (EDL-G), the legislator has entrusted the Federal Office for Energy Efficiency (BfEE) within the Federal Office of Economics and Export Control (BAFA), hereinafter referred to as the Client (AG), with various tasks to support the Federal Government in increasing energy efficiency. According to § 9 No. 5 EDL-G, the BfEE is responsible for the observation and evaluation of the market for energy services, energy audits and other energy efficiency measures (EDL market). With the introduction of the Energy Efficiency Act, which is expected to take place in September 2023, potentials for the development of the EDL market, its contribution to achieving energy and climate targets as well as existing obstacles will be regularly analysed in the future.
