The target of the procurement is the interpretation services needed by the city of Porvoo's various service areas.

Professional interpretation ensures the legal protection of the interlocutors in the communication situation between the Subscriber Customer and his/her Customer. The aim of interpretation is to convey messages accurately and in such a way that linguistic equality is achieved. It is the duty of the public service interpreter to act professionally in the situation so that impartial and high-quality interpretation is possible. The key areas of a public service interpreter's competence are the interpreter's operational capabilities, mastery of both working languages, mastery of interpreting topics and interpreting skills. In their work, public service interpreters are committed to complying with the appendix to the Professional Code of Public Service Interpreters 2021, which defines the ethical guidelines for work and good interpretation practice.

Interpreting is mainly Finnish-foreign-language-Finnish interpretation, but the client also buys Swedish-foreign-language-Swedish interpretation. Interpreting situations are by their nature PSI with the authorities.

The service provider cannot offer the language to be interpreted through the relay language, but the interpretation takes place directly from the source language to the target language and vice versa with the help of a single service interpreter.

The service interpreter must know the cultures of the source and target language to a sufficient extent for the assignment.

The provider has an electronic ordering system that allows orders, changes, cancellations and tracking of orders to be done directly around the clock (24/7).

The acquisition is divided into subdivisions as follows:

1. Public service interpreting on site - advance booking

2. Remote PSI interpretation (incl. advertising interpretation) - advance booking

3. Express interpreting - no advance booking

A partial offer is possible in such a way that the offer can be submitted for one, two or all sections.

The Customer shall select three (3) suppliers for the framework agreement for subdivision 2 and subdivisions 1 and 3, two (2) suppliers each, provided that a sufficient number of acceptable tenders are received.

In order to submit a tender, the tenderer must be able to offer the following languages (English - Foreign Language - Finnish):

- Somali, Ukrainian, Russian, Vietnamese, Turkish, Dari, Farsi, Arabic, Kurdish (Sorani), Kurdish (Kurmantsi)

This requirement applies to all areas.

Pre-booked attendance interpreting services required by the different service areas of the City of Porvoo.

Pre-booked remote interpreting services and advertising interpretation required by the city of Porvoo's various service areas.

With advertising interpretation, the service interpreter transmits the message desired by the Subscriber Customer word for word by phone to the persons defined / specified by the Client Customer. The service interpreter must receive the message to be interpreted in advance in writing. The PSI interpreter interprets the message by phone into the language of the person receiving the message.

The notification interpretation service is suitable, for example, for the cancellation of an appointment, a new appointment or brief information. The text of the notification must be clear and unambiguous and cannot contain questions. The PSI interpreter interprets the content of the notification to the customer accurately.

Express interpreting services required by the city of Porvoo's various service areas.

Quick interpreting = Remote interpreting produced with the help of technology and through it, which is performed automatically directly from the Subscriber customer without an appointment within the response time specified for the PSI interpreter (the time that elapses from the sending of the order to the time when the PSI interpreter is ready to interpret on the lines).

The service provider is committed to providing express interpretation with a response time of three (3) minutes. The response time is defined as the time between the start of the search for an interpreter and the availability of the interpreter.
