The purpose of the tender is to conclude an Agreement for a high-quality fulfilment of the transport needs of pupils with mobility disabilities and, where applicable, other groups, eligible for customer-oriented transport, effective and efficient way.

LLV is mainly available for school and qualifications, who are unable to attend regular education due to a chronic or innate mobility restriction and have been assigned to a form of special education. Often, these schools are not close to the student's residence address, which requires a long distance to be bridged.
