The municipalities of Emmen, Coevorden and Borger - Odoorn (hereinafter referred to as; municipalities) use panoramic images from street level, aerial photographs, Obliek images and viewers for various purposes for the accessibility of these images. At the moment, these images are collected for different contractors and made accessible by means of different viewers.
Aerial Photography and ObliekShort description
Lot 1 concerns the annual collection of Geo-recordings and Obliek recordings from the air. The data is collected in accordance with the Schedule of Requirements and made available to the municipalities. The access via a viewer is not part of the command.
Scope of the agreement
Objectives of the assignment: The highest possible security of supply; A high image quality in terms of sharpness, with the least possible fallback; Be a clearly identifiable topography that makes it necessary for the aerial photographs to be flown in the period February - mid-April (in the leafless season); A use that is as up-to-date as possible, so that the shortest possible delivery time is desired. A picture that is as homogeneous as possible per participating organisation
The municipalities want to have up-to-date and accurate aerial photographs for their (legal) tasks and business processes every year. The (legal) tasks and business processes for which the aerial photographs can be used include: Keeping track of the topography in the Basic Register of Large-Scale Topography (BGT). Keeping track of the topography in the Basic Register of Addresses and Buildings (BAG). Creating a colored photorealistic 3D mesh. The 3D mesh must be able to be coloured with the information from aerial photography.
Services / data to be purchased: The annual collection of Geo- and Obliek images for all the municipalities mentioned. Optional: collecting LIDAR images (municipalities can purchase this separately)Optional: access via a SAAS viewer

The Contractor provides the information per municipality. The municipality will take care of reading the data into the viewer. The assignment is described in more detail in the Program of Requirements - Lot 1 (see attached file).

Lot 2 concerns the annual collection of panoramic images (360 degrees) from street level and the disclosure of this data by means of a web-based viewer.

Objectives of the assignment: The highest possible security of supply; High image quality in terms of sharpness; A use that is as up-to-date as possible, so that the shortest possible delivery time is desired. A picture that is as homogeneous as possible per participating organisation. A user-friendly viewer to efficiently consult and export the data.
The municipalities want to have access to up-to-date and accurate panorama images for their (legal) tasks and business processes every year. The (legal) tasks and business processes for which the images can be used include: Maintaining the topography in the Basic Register of Large-Scale Topography (BGT). Keeping track of the topography in the Basic Register of Addresses and Buildings (BAG).
