The district government of Cologne is responsible for the promotion of vocational advancement training (so-called "Aufstiegs-BAföG" or "Meister-BAföG"). The funding is based on the Upgrading Training Assistance Act. The aim of individual support under this Act is to financially support participants in vocational advancement training measures by contributing to the costs of the measure and to subsistence.
As part of this, the district government of Cologne is responsible for funding applications.
The provision of services for the present award procedure includes the support of the District Government of Cologne in fulfilling its tasks as the granting authority by examining and processing the funding applications. In doing so, the contractor exclusively undertakes non-sovereign activities; sovereign activities remain with the district government of Cologne.
The contractor shall provide the service with its own personnel on its own responsibility and according to its own organisation.
For the commissioned service period, the contractor shall provide a team of initially 10 full-time equivalent (hereinafter: FTE) clerks and 1 FTE team leader to implement the services described above.
For this purpose, the contractor uses professionally qualified personnel with a commercial, business or legal background who are able to meet the substantive challenges of the service.
