HMN invites tenderers to a restricted tender contest for a framework agreement for external consultancy services for quality assurance of the coming procurement programme for a new PAS/EPJ, but the services under the framework agreement can also include other investment projects in the regional health company.

The aim of the procurement of external consultancy services is to establish a framework agreement with three tenderers for the provision of quality assurance services in the next 2 years, with an option for an extension of 1+1 year.

Assistance is wanted for quality assurance of different decisions and decision basis in the PAS/EPJ programme and in any other coming major investment projects for which there are no separate contracts that shall be used. The quality assurance content will be based on the same model that forms the basis for the Ministry of Finance's regime for external quality assurance, see http://www.ntnu.no/concept/ks-ordningen Assistance is particularly required in the ‘QA2 phase’ of the PAS/EPJ. HMN can make adaptations, including simplifications to the extent and means of the quality assurance in accordance with the basis in the Ministry of Finance's regime.
