DigiFinland Oy requests a quote for the following service package:
• Interconnection of the on-call helpline 116117
Emergency Helpline 116117 is a telephone service focusing on advice and guidance on urgent care outside office hours. The service has been operating since autumn 2017. The service is used in almost all wellbeing services counties and covers 97% of Finnish residents. Residents can call the toll-free number before going to the emergency department or when they need advice or treatment instructions for an urgent health problem. DigiFinland Oy owns the number 116117 and is responsible for the national development of the service. The wellbeing services counties, the City of Helsinki and the HUS consortium are responsible for providing the service to the residents of their area.
Calls to the Medical Helpline 116117 telephone service are mainly automatically directed to the 0800 number assigned to each wellbeing services county. Technically, this is done by means of redirects made by the caller's (A subscriber) network operator, so that calls end up in the network of the operator responsible for the interconnection.
The interconnection traffic of the Medical Helpline 116117 can be used by members of the procurement ring, i.e. the wellbeing services counties, the City of Helsinki and the HUS consortium. 116117 is a toll-free number for the caller. The user fee for interconnection traffic (so-called descending traffic) is paid by the members of the procurement ring.
The target of the procurement is the 116117 call interconnection service package, which consists of the technical implementation and billing of the interconnection, the necessary technical support, the receipt of fault reports of incorrect redirects and the implementation of corrective measures, as well as the function of monitoring statistics on 116117 calls at the national level.

The framework agreement is fixed-term until 31.8.2027.
A customer-specific agreement may be concluded during the term of the framework contract. The customer-specific agreement is valid until 31.12.2027. With DigiFinland's written approval, the Customer may extend the validity of the Customer-specific agreement by one (1) or two (2) option years, the implementation of which must be decided no later than 31.8.2026.
Based on the competitive tendering, one supplier and one deputy supplier will be selected.
The framework agreement is signed by the supplier and, authorised by the members of the procurement ring, by DigiFinland Oy.
In accordance with the terms of the framework agreement, the Supplier concludes a customer-specific agreement on the delivery of the service separately with each member of the procurement ring.
