Supply and installation of a direct water-cooled high-performance computer (HPC cluster) for computationally intensive research projects in the field of basic and applied research

The University of Oldenburg intends to procure a direct water-cooled high-performance computer (HPC cluster), consisting of computing nodes (standard/GPU), login and administration servers, network, parallel file system, cooling, racks and rack infrastructure as well as system software, including delivery free use and on-site installation of all components. The system, which is centrally operated and administered by the university's IT services, is required for computationally intensive research projects in the field of basic and applied research. The cluster must be easy to administer and have comprehensive remote maintenance options. The system is to be based on the x86 architecture (64-bit) and operated under Linux (RHEL). The components used, especially the networks and the parallel file system, should also be as compatible as possible with existing and other systems whose procurement is currently planned in order to facilitate administration.

The call for proposals comprises two positions:

Position 1: "Multi-Purpose-Compute (MPC)-Partition"

Position 2: "Computational Fluid-Dynamics (CFD)-Partition"

To prepare the offer item by position in such a way that each item is listed separately from the respective fixed budget with all technical and economic specifications with its own result.

The fixed total budget is EUR 2,860,000.00 for item 1 and EUR 478,956.21 for item 2. These amounts are inclusive of the current VAT, customs and all services and ancillary services to be provided in accordance with this service description.

Tenders that exceed these gross limits cannot be considered and will be excluded from the award procedure. The selection of the most economical offer is therefore not made by minimizing the total costs, but by maximizing the performance of the systems (maximum principle).
