Gradual assignment:

- Level 1: LPH 1-2 HOAI;

- Level 2: LPH 3 HOAI;

- Level 3: LPH 4-7 HOAI;

- Level 4: LPH 8-9 HOAI.

Optional surfaces:

- Optional area 0: Globe + development of the parcel hall (fee zone IV outdoor facilities);

- Optional area 1: Schlachthofstraße (fee zone III outdoor facilities);

- Option area 2: around the customs building (fee zone III, outdoor facilities);

- Option area 3: Former SÜC bridge (fee zone III outdoor facilities);

- Option area 4: green joint customs (fee zone III outdoor facilities);

- Option area 5: Green joint from Späth (fee zone III outdoor facilities);

- Optional area 6: Central Square (fee zone IV outdoor facilities);

- Option area 7: Area Gbh 24 (fee zone IV outdoor facilities);

- Optional area 8: Itzradweg (fee zone III outdoor facilities).

Eligible costs in total approx:

- outdoor facilities: EUR 4 540 000 (net);

- Transport facilities: EUR 778,000 (net).

The aim of this negotiation process with an upstream participation competition is to have the open-air facilities of the "Area sizes VgV procedure" from 14.11.2019 M1: 2500, color-coded optional areas 0 to 8 planned over. The basis for this is the master plan / structural concept of October 16, 2019 and the approved development plan draft, as of June 17, 2020, for the former freight yard and slaughterhouse area.

In addition to developing the property planning for outdoor facilities, it will be the task of the outdoor facility planner to perform planning coordination, integration of specialist planning, project control, graphic integration and quality assurance in close coordination with the AG's committee.

We are therefore looking for a suitable landscape architecture / urban planning office or a corresponding office community or a landscape architecture office that is particularly qualified for the advertised service.

At the same time as this VgV procedure, the city of Coburg is carrying out a further procedure, with which suitable specialist engineers are selected for the service profiles of traffic systems, engineering structures including structural planning. Furthermore, the lighting planning for the quarter is also created as a separate service profile.

The start of planning is scheduled for the beginning of January 2021.

For the optional areas 0-8 in a first contract stage (service phases 1 and 2) until April 2021 there is an overall concept, consisting of the service profiles outdoor facilities, traffic systems, engineering structures including structural planning for 2 pedestrian and cycle path bridges over the Itz, as well as lighting planning as a preliminary design with a cost estimate. This will be the basis for further political and budgetary decisions.

For the option areas 0, 6 and 7, the continuation of the planning is planned immediately following the political decision to decide on the preliminary draft, probably in April 2021.

The implementation and completion of the construction measures for option areas 0 and 7 must be carried out as far as possible by November 2022, for option area 6 by spring 2023.

The time and financial framework for the continuation of the open-air facility planning and implementation for the option areas 1-5 and 8 has not yet been finally decided by the City Council of Coburg at the time of the bid. It can be assumed that this will be decided in the course of the planning process of the preliminary design.
