The project is to be funded according to the guideline "Funding to support broadband expansion in the Federal Republic of Germany" as well as according to the "Administrative regulation of the Ministry of the Interior for co-financing of funding from the guideline for the support of broadband expansion in the Federal Republic of Germany" (VwV broadband co-financing) and "Administrative regulation of the Ministry of the Interior for broadband promotion" (VwV broadband promotion).
There is an FTTB master plan for the entire municipality. Based on information on residential and utility units (as of 2017), a fibre concept (1 Fs/building and 2 Fs/residential unit) was used at the supply and distribution level to plan an area-de-covering FTTB infrastructure. Based on this, an expansion concept was developed with subsequent application for funding. The approved application represents the scope of the expansion of the NGA network "White Spots". In addition, there is the backbone in the respective project area.
The corresponding planning documents, the designation scheme for the planning and the planning manual as well as the "Description of consulting, planning and engineering services" are provided by the client and are enclosed with the invitation to tender (see plant bundle). The client's documents with all attachments and appendices must be observed throughout the entire course of the project.
Furthermore, the client provides the POP design. The contractor must adapt the passive equipment of the PoP stations to the project area.
Within the NGA expansion, services are to be provided by the contractor with a priority character.
The construction of a "ready-to-use", "functional" and "fully functional" passi-ve FTTB broadband and backbone infrastructure is subject to the following prioritisation for all lots:

• Connection of eligible properties of the association members of the client. In particular, the connection of eligible educational institutions (e.g. schools).

The consulting, planning and engineering services relate to the civil engineering structures [road, path and civil engineering works regardless of the type of installation (classic civil engineering, plough method, flush drilling method), including the associated / necessary empty conduit system], the services for (Gf cable) paving services, the splicing and assembly services, the PoP stations and power connections as well as the passive distributors / shafts including splice sleeves taking into account all eligible and ineligible services.

Thus, within the planning, mass survey, cost calculation, tendering, billing and documentation, a separation of the scope of services with regard to eligibility must be transparent, understandable and comprehensible.
The requirements of the project promoters with regard to the separations within the data requirement list must be guaranteed, secured and documented throughout all phases of the project. A traceable and transparent change system must be developed by the contractor and maintained and ensured throughout the entire course of the project.
Further differentiations within the scope of ineligible services, such as separation according to different clients and, for example, with divisions to be relocated, are possible.
