In accordance with the law and public procurement regulations, Sarpsborg Municipality (henceforth referred to as the contracting authority) invites tenderers to participate in a contest for a two-year framework agreement with an option for 1 year + 1 year extension, for the delivery of workwear and footwear.

The aim of the contract is to enter into a framework agreement that will ensure that the contracting authority, in accordance with the current laws and regulations, achieves cost-efficient and rational procurements and consumption of workwear and footwear for Sarpsborg Municipality's employees mainly within engineering, trades, workshops, facilities, park, and sports, nurseries, wraparound care, health and social services, institutions, kitchens, and cleaning, as well as promotional articles and training articles.
The framework agreement is applicable to the products specified in the attached price sheet and the requirements specification, and closely related products.

The contracting authority´s independent companies.
Other municipal entities, including all official legal bodies and associations, cf. the definition in the Public Procurement Act §2, will have the right, but not an obligation, to join the framework agreement.
If, during the contract period, the municipality converts parts of its own business into a 100% owned limited company or establishes new companies, the new companies will also have the right, but not the obligation, to enter into an agreement on the same terms as the municipality.
The purpose and intention of the framework agreement.

The framework agreement is applicable to the products specified in the attached price sheet and the requirements specification, and closely related products. In instances where there can be doubt as to whether or not a product is "closely related or not", the contracting authority's contract officer will make the decision. In addition there will be a need for training articles.
The contracting authority shall cover its needs in the contract area at the chosen tenderer.
