Charter trips /South Savo region

Sarastia Oy solicites tenders for charter times driven with a passenger traffic licence in the South Savo region according to the tender documents. Charter times refer to one-way, round-trip and pre-agreed passenger transport that is not statutory and not covered by other procurement contracts. Charter services are used, for example, for training and familiarisation trips. The agreement does not include regular transports, such as daily school and errand transport. The agreement also does not include transport by car.

Transports can be directed anywhere in mainland Finland.

In the first phase, the procurement of charter services will concern charter services for the needs of the South-Eastern Finland University of Applied Sciences Ltd's offices in Mikkeli and Savonlinna. More detailed information on the customer potential of the entire contract and the distribution of customer volumes in euros can be found in Appendix 1 of the draft contract attached to the invitation to tender (see appendix to the invitation to tender).

The tendering process is carried out as an open procedure for establishing a framework agreement for several suppliers. The selection criterion for the tendering process is overall economic affordability and the comparison criterion is the best price-quality ratio: The weight of the price is 0 p and the weight of the quality is 100 p. It is only possible to make a comparison in terms of quality, as transport prices are only requested from tenderers through mini-tenders carried out during the contract period. The mini-tenders during the contract will be carried out using a mini-tendering portal acquired by Sarastia for herself, the terms of use of which (listed in the tender documents) the tenderer commits to with his or her tender.

The contracting entity shall not accept partial tenders, alternative tenders or parallel tenders.

Between 5 and 25 eligible tenderers will be selected for the framework agreement. The selection takes place in the order in which the bidders are scored. The duration of the framework agreement is four (4) years and it includes a six (6) month notice period that applies to the contracting entity, selected suppliers and all Sarastia Oy's customer entities committed to the procurement. The procurement decision does not create a contractual relationship between the contracting entity and the selected tenderer, but the contract enters into force at the earliest after the procurement decision has become final, or after the Market Court has granted the contract an enforcement order, and when both contracting parties have signed a written procurement agreement. If the conclusion of the contract is delayed for reasons attributable to the tenderer, the contracting entity shall have the right to reject the submitted tender and to take a new procurement decision on the contract.
