Description:
Master Agreement for the Maintenance of Access Control Facilities at Bank of France Sites

The contract mainly includes services to be performed on a flat-rate basis and additional services on purchase orders.

The contract includes all the manpower, services and equipment necessary for the operation and preventive, corrective and software maintenance of the installations and appliances or access control software of the France Bank's sites.

The market is divided into 2 lots. The lots are described in section II.2 of this contract notice.

Hardware maintenance services for access control installations at Banque de France sites

The perimeter covers different categories of buildings owned or leased by the Banque de France:

- Headquarters buildings and peripheral sites in Paris and Île-de-France;

- The fiduciary centre of La Courneuve (93),

- The Michèle Bergstein computer centre (Serris 77),

- The administrative and computer center located in Noisiel (77), (CAMLV, CIMV),

- The fiduciary center in Sainghin in Mélantois -Cefinof (59)

- About fifty branches spread throughout the Metropolitan France including Corsica

Access Control systems and equipment are built by NEDAP

The framework agreement consists mainly of the following flat-rate basic benefits:

- Preventive maintenance (at least one site visit per year)

- Corrective maintenance from levels 0 to 4, according to the terminology defined by the FD X60 Standard - including labor, travel, subcontracting, equipment, tooling and dismantling or handling operations necessary for operations, in order to maintain access control installations in required safety condition;

- Maintenance in security conditions (in terms of cybersecurity)

- The constitution of spare parts stocks if necessary, and their management, to meet the Intervention Time Guarantees (GTI), the Recovery Time Guarantees (GTR) and curative maintenance,

- The provision of an IT management tool to allow secure access to information concerning the entire fleet, monitoring interventions, and visit reports, invoices and compliance files.

- The provision of individual and collective protective equipment to all stakeholders as well as the means of access necessary for working at heights;

- Administrative follow-up of maintenance operations (minutes, reports, meetings, follow-up of subcontractors, operation, maintenance of technical, regulatory and administrative documentation, establishment of estimates, etc.).

The framework agreement also includes additional services upon issuance of purchase orders, including:

- The supply of spare parts and any spare parts;

- Additional maintenance services (compliance, improvement, extension, replacement, renovation of access control installations);

- Small additional modernization or extension works carried out as part of a project decided by the Bank of France; to standardize site access control maintenance

- Maintenance services planned or requested in the event of an exceptional emergency, during non-working hours (HNO) and on weekends;

- Security work in the event of an immediate security risk (malicious act, abnormal use of facilities, natural disaster, etc.);

Software maintenance services and evolutions of access control solutions for Banque de France sites

The perimeter covers different categories of buildings owned or leased by the Banque de France:

- Headquarters buildings and peripheral sites in Paris and Île-de-France;

- The fiduciary centre of La Courneuve (93),

- The Michèle Bergstein computer centre (Serris 77),

- The administrative and computer center located in Noisiel (77), (CAMLV, CIMV),

- The fiduciary center in Sainghin in Mélantois -Cefinof (59)

The software of the access control solutions are NEDAP, PRYSM, IRISID, HID.

The framework agreement consists mainly of the following flat-rate basic benefits:

- Software maintenance of solutions (corrective, adaptive and evolutionary maintenance of software)

- Acquisition and update of licenses in case of evolution of the solutions;

- Installation of new access control solutions

- The constitution of spare parts stocks if necessary, and their management, to meet the Intervention Time Guarantees (GTI), the Recovery Time Guarantees (GTR) and curative maintenance,

- The provision of an IT management tool to allow secure access to information concerning the entire fleet, monitoring interventions, and visit reports, invoices and compliance files.

- The provision of individual and collective protective equipment to all stakeholders as well as the means of access necessary for working at heights;

- Administrative follow-up of maintenance operations (minutes, reports, meetings, follow-up of subcontractors, operation, maintenance of technical, regulatory and administrative documentation, establishment of estimates, etc.).

The framework agreement also includes additional services upon issuance of purchase orders, including:

- Installation of new access control solution (including studies)

- Access control modernization operations carried out as part of a project decided by the Bank of France;

- Maintenance services planned or requested in the event of an exceptional emergency, during non-working hours (HNO) and on weekends;

- Security work in the event of an immediate security risk (malicious act, abnormal use of facilities, natural disaster, etc.);
