These proceedings are conducted in an open tender, pursuant to art. 10 paragraph 1, art. 24aa, art. 39 et seq. of the PZP Act.

The subject of the contract is the purchase and distribution of gaseous fuel for the needs of the organizational units of the West Pomeranian Voivodeship (comprehensive agreement). The subject of the contract includes the supply of gaseous fuel and the provision of distribution services on the principles set out in the Energy Law of April 10, 1997 (Journal of Laws of 2019, item 775 as amended) and executive acts issued on its basis. A detailed description of the subject of the contract is the Description of the subject of the contract (Annex 5 to the ToR) together with the List of gas intake points (Annex 1 to the Contract Model).

These documents indicate places and specify the conditions for the implementation of the distribution and sale of gas under the comprehensive agreement.

The subject of the order (hereinafter: "PZ") is the purchase and distribution of gas fuel. for the purposes of facilities for events. Woj, West Pomeranian Voivodeship. (complex agreement). PZ includes gas fuel supply. and providing distribution services on the terms set out in the Energy Law of 10.04.1997 (Journal of Laws of 2019, item 775 as amended) and issued on its basis execution acts Detail. description of PZ, constitutes OPZ (Annex 5 to the ToR) together with the List of gas intake points (Annex 1 to the Contract Template) (hereinafter: PPG). These documents indicate places and specify the conditions for the implementation of and sale of gas fuel. under the contract complex. Documents. these together with the Contract template (Annex 4 to the ToR) contain, in particular:

- all quality standards related to all significant features of PZ, (a list of these standards is included in Chapter XXI point 8 of the ToR),

- unit list for events. West Pomeranian Voivodeship not having. personal information. legal recipients of orders, gas fuel,

- list of voivodeships legal persons who are recipients of the ordered gas fuel,

- PZ implementation date,

- estimated gas consumption. during the period of validity. contracts [MWh],

- indication of the distribution network through which gas fuel will be sold,

- PPG list,

- method of settlement for gas supplied. and gas distribution.

The procedure covers 39 PPG with a volume (estimated consumption over the contract period) of 24 776.834 MWh belonging to the entities indicated in section I.1 above).

The Contractor (hereinafter: "W.") is obliged to perform the contract on the terms and conditions described in the Model contract constituting the Annex No. 4 to the Terms of Reference.

Implementation of the contract, i.e. the implementation of the contract will take place in the period from the date of conclusion of the contract to 01.04,2021 at 6:00.

The contracting authority envisages starting gas fuel supplies. to individual PPGs will take place on April 1, 2020 at 6:00 but not earlier than after the successful change of seller procedure, which will be initiated by W. on the day of signature. agreement.

The offer is a completed Price Offer (according to the template constituting Annex No. 1 to the ToR) together with its integral attachment, i.e. PZ quantity and price form (according to the template constituting Annex No. 1a to the ToR).

Along with the offer should be submitted:

1) DECLARATION, i.e. SINGLE DOCUMENT (required by provisions contained in Chapter IX point 3 and 4 of the ToR):

- In the case of W. jointly applying for the award of the contract. above. protest solemnly. consists of each of W. (in accordance with Chapter XI point 4 item 1 of the ToR),

- W., who refers to the resources of other entities, in order to demonstrate the absence of grounds for exclusion and fulfillment, in so far as he refers to their resources, of the conditions for participation in progress. also submits to the abovementioned statement of these entities (in accordance with Chapter X point 7 of the ToR),

- W., who intends to entrust the performance of part of a subcontract, when submitting a SINGLE DOCUMENT is required to complete Part II, Section D and indicate the parts of the contract which he intends to entrust with subcontracting. and, provide subcontracted companies, if they are aware of it,

- NOTE: A SINGLE DOCUMENT should be completed in accordance with the Information on completing EAT - Attachment No. 2a to the ToR.

2) Proxy. to represent W. jointly applying for the award of the contract - in accordance with the provisions of Chapter XI point 1 of the ToR.

3) NOTE: Appropriate proxy. (if applicable; in accordance with the requirements of Chapter XIV point 5 of the ToR); documents that give the right to sign the offer or to sign it. other documents. submitted with the offer, unless:

The contracting authority may obtain them in particular. using free of charge. and public access. databases, in particular public registers within the meaning of the Act of 17 February 2005 on the computerization of the activities of entities performing public tasks (Journal of Laws of 2019, item 700 as amended).

4) Document. confirmed. warranty or handrail. (original), if the bid bond is paid in a form other than money (the rules for paying the bid security are described in detail in Chapter XVII of the SETC).
