The tender for the supply of a seating system. With this tender, the contracting entity wishes to purchase access to a standard solution.
The present tender concerns the provision of a placement system to support the administration of the parts of the Day Care Act that deal with the right to care for children, as well as providing citizen service to the citizens of the Contracting Authority in connection with this in Billund Municipality, Middelfart Municipality and Nordfyns Municipality. With this tender, the contracting entity wishes to purchase access to a standard solution. The tender is not divided into lots, as the contracting entity considers that it gives the contracting entity the best and most coherent solution overall, not to divide the agreement.
The content of the contract includes the following main elements
-Implementation of seating system
-Initial training of contracting entity actors
-Operation and maintenance of the solution
-Support af Ordregivers superbrugere
The tender will be conducted as a tender with negotiation.
From among the conditional candidates who meet eligibility and documentation requirements, up to three (3) candidates are selected on an objective and objective basis who are invited to submit tenders if three (3) conditional and suitable applications are received. If the above number of conditional and suitable applications is not received, the Contracting Entity will select the Candidates who are qualified and suitable as long as the Contracting Authority considers that the number of successful candidates can ensure sufficient competition for the assignment. The selection is based on the most relevant references, cf. section II.2.9.
Tenderers invited to submit tenders shall also be invited to negotiate. The Contracting Entity reserves the right to accept the initial tender, in which case the Contracting Authority will carry out an evaluation of the tender in accordance with section 5 of the Procurement Specifications. The negotiation is expected to take place as a short-term process, where improvements and clarifications are negotiated based on the Tenderer's initial offer and the possibility of optimizing the tender documents.
All negotiations follow the same process as set out below:
1. The contracting entity shall publish a meeting agenda prior to the negotiation meeting.
2. The agenda is accompanied by a short assessment note on the assessment of the initial offer.
The note contains the Contracting Entity's assessment of relevant improvement opportunities, as well as any identified reservations that the Contracting Entity considers as reservations for the content of the tender documents. The assessment cannot be expected to be exhaustive.
a. By reservation is meant descriptions that may or must lead to unconditionality if the reservation is resubmitted in the final offer.
3. The tenderer shall be given the opportunity to comment on the diversity of views on the facts set out in the submitted assessment note. At the same time, the tenderer is expected to bid with any identified conditions in the tender documents that are found to be inappropriate, risk elements or so-called "cost drivers". The Tenderer is encouraged to contribute with cost factors and valid ideas that the Tenderer would like to discuss and that they believe are costly or inappropriate for the tendered contract. The tenderer is invited to justify such facts and to propose possible alternatives to them.
4. After this, 1 negotiation meeting will be held per bidder.
The contracting entity reserves the right to extend the negotiation to more than one round of negotiations. The detailed process for this will be communicated by the Contracting Entity, if applicable.
The oral procedure shall be conducted in Danish. Other language requirements are set out in section 1.9.3

Up to 3 hours are set aside for the negotiation meeting per bidder.
On the basis of the negotiations carried out, the Contracting Authority shall adapt the tender documents as appropriate. The revised tender documents with change markings are sent to all Bidders as an invitation to submit a final bid. The transmission closes the debate, unless otherwise specified in the letter of invitation.
