The present assignment concerns the availability of mobile test capacity (200 mobile test picking spots) in the period from 14 August to 31 August, so that a maximum of 167,000 tests can be carried out during this period. The Foundation stresses that by publishing this tender, it does not want to give the impression that the government has already decided on events after 13.8.2021. It has been instructed to make preparations if and insofar as such a decision will be taken.
On the deployment after 1 September (which will only take place upon renewal of the agreement), the test provider will have to make available mobile test capacity at the direction of the Foundation. The corresponding numbers are not known at the moment.
Through this tender, the Foundation wishes to contract up to two Contractors, each serving one region.
Lot 1: Test Provider AFestival lot 1: Freshtival, Farmerrock Festival, Lowlands***, Down the Rabbit Hole***, Mysteryland
***Given the necessary test capacity during the events in Biddinghuizen (the Down the Rabbit Hole and Lowlands events), Contractors must jointly deliver the test capacity during that event. That's why these events are listed in both plots.
The Client wishes to conclude a Framework Agreement per plot with one Tenderer who made the most economically advantageous tender (the lowest price). Enroller is allowed to register on both plots, but can be awarded a maximum of one plot.
When a Subscriber has ended at number 1 in the ranking on both plots, this party will be awarded only Lot 1. The lot that ended in the ranking of Lot 2 as number two will be awarded Lot 2.
The future Contractors, as well as the services to be provided by the Contractors, must comply with the conditions to be set by the Client, which are specified in this Request for Quotation.
If only one valid Registration is received, the entire Assignment will be awarded to this Subscriber. In that case, the Foundation will outsource the entire mobile test capacity to this Contractor or for other events to an agreement (or agreements) in any other way.
