Alver, Aurland, Austrheim, Austevoll, Fedje, Gulene, Masfjorden, Modalen, Osterøy, Samnanger, Vaksdal Municipalities have established a joint ICT operation company, IKT Nordhordland Kommunalt Oppgåvefellesskap (IKTNH). The contracting authority needs to enter into a framework agreement for portal lighting.
The purpose of the procurement is to lay the foundation for services and systems related to a new portal and the procurement of a new portal system/platform for the 11 municipalities in the IKTNH collaboration.

- Citizen portal
The purpose of the procurement is to lay the foundation for services and systems related to a new portal and the procurement of a new portal system/platform for the 11 municipalities in the IKTNH collaboration.
The purpose of the procurement is also to gather and consolidate all 11 partner municipalities on a shared CMS platform so that we can deliver good services to citizens using modern technology. The project will simplify the development and publication of information for citizens, where editors can share information and collaborate on challenges - on the same platform.
With the new citizen portal, we want to create a common structure and common content for all shared services. By that we mean a similar menu structure where the names and much of the content are the same for all 11 portals.
With the new platform, we want to solve a current challenge involving themed portals. In order to reach specific target groups, it is important in today's digital media world to be able to publish information in a format that "breaks" with the traditional design of municipal websites. The ability to control the presentation format will be central to the procurement of a new platform for citizen services.
We focus on clear language and universal design, and this will be consistent in all of our work involving the citizen portals. An important impact goal for citizens is that they should experience the services as more accessible and better explained, so that they can easily do what they came to get done.
The procurement will ensure future-oriented systems for the municipalities in the collaboration, and to the greatest possible extent possible help to simplify and streamline the everyday lives of everyone who uses the system.
