Description:
Replacement Radio Control System of the Netherlands Coast Guard: Lot A

The contracting authority hereby invites you to submit a tender for the procurement of Replacement Radio Control System (RCS) of the Netherlands Coast Guard divided into two contract:

A. Replacement of the Coast Guard RCS, connecting to the (existing) transmit-receive stations and making way for expansion of the transceiver pool and sites. (negomtrix reference number 180513);

B. Conversion of the E1 lines to E1-over-IP. (negomtrix reference number 180811 )

Please be aware that the contracts are placed in two separate tenders within Negometrix and two separate notices on tender electronic daily.

The tendering procedure will be conducted in accordance with the open procedure under the Netherlands Public Procurement Act 2012 (AW2012).

The procedure will be conducted fully electronically via the Negometrix online tendering platform.

The contracting authority intends to conclude a contract for the project:

• contract 1: Replacement of the Coast Guard Radio Control system (RCS);

Contract 1 involves the delivery of a RCS including availability for five (5) years, with the right to extend the availability twice for a period of five (5) years.

The delivery of the RCS entails:

— the delivery of a RCS in compliance with all the requirements;

— the delivery of documentation;

— the delivery of training materials and training course(s);

— the delivery of initial spare parts, components, specials tools and test equipment.

The entire delivery of contract 1 must be before 1 October 2023. The entire RCS will be tested with a Site Acceptance Test (SAT).

As the RCS provides a mission-critical service for the user, the contracting authority has a need for an availability per quarter of a usage year of 99.95 % for the complete RCS system.

The responsibility that the availability of the delivered RCS will be met, lies with the future supplier for a minimum term of five (5) years. Moreover, the future supplier is responsible for the maintenance and operation, obsolescence, spare parts and technology updates in accordance with the defined performance requirements as specified in contract 1.

On request of the contracting authority the Contractor will perform modification Maintenance on the RCS.
