The Finnish Border Guard (in Finnish Rajavartiolaitos, hereinafter referred to as "Contracting authority"), on behalf of itself and of the Finnish National Police Board (in Finnish Poliisihallitus), requests tenders for providing calibration verification service for Evidential Breath Analyzers (hereinafter referred to as "EBA") that are used for determining the presence of controlled substances in exhaled breath. The purpose of the procurement is to procure verification services to ensure accurate and reliable operation of the EBAs in law enforcement use. The Contracting authority asks tenderers to note, that the service to be procured does not include the calibration of the EBAs.
The requirements and specifications for Calibration verification service are presented in this Call for tenders and its annexes.
The Finnish Border Guard is responsible for conducting the tendering competition regarding this procurement. The Finnish Border Guard and The Finnish National Police Board will sign their own contracts with the service provider based on the contract award decision issued by The Finnish Border Guard.
NUMBER OF DEVICES
Calibration verification service will be annually procured for approximately 240-270 EBAs during the contract period. The model of the EBA is Intoxilyzer 9000 (hereinafter referred to as "Device") manufactured by CMI Inc. The technical details of the Device are presented in Annex 1.
Contracting authority's non-binding estimate is that each participating community will be procuring verification service to the following number of Devices:
The Finnish Border Guard - approx. 40-50 Devices
The Finnish National Police Board - approx. 200-220 Devices
CALIBRATION VERIFICATION
Calibration verification shall be performed to new instruments as well as after the Device has undergone annual maintenance. Devices shall not be put into service until their accuracy and reliability have been verified. Calibration verification of Devices before commissioning and before returning them to service after annual maintenance include checking the structure and operation of the Device and comparing the measurement results with the maximum permissible inaccuracy limits.
Contracting authority's EBA supplier and maintenance service provider is located in Sweden. The selected tenderer (the service provider of Calibration verification service), the Contracting authority (both participating communities) and Contracting authority's EBA supplier/maintenance service provider shall work in cooperation to enable a flexible overall service configuration during the contract period.
The requirements for Calibration verification are specified in Call for tenders section "Procurement object criteria, General criteria of the group".
Calibration verification shall be carried out by a neutral third party. Thus the service provider shall be neutral and independent in regard to the manufacturer of the Device.
The Device enables the use of added API commands to reduce manual work in the execution of calibration verification. The Contracting authority is not liable for availability or any costs or expenses relating to required software.
