Doncaster Council (DMBC) and Doncaster Clinical Commissioning Group (Doncaster CCG) are commissioning 6 Service Contracts and a Framework Contract of suppliers to provide care and support for service users living in the community of Doncaster.
The model is a strategic relationship with Strategic Lead Providers over 6 zones (Service Contract) accompanied by a Framework Contract of Additional Support Providers (ASP's). Strategic Lead Providers (SLP's) will be the operational partner that works with the Council to deliver significant change to culture and process regarding the way that care is delivered. They will be our primary deliverer of care in each of the localities. The Additional Support Providers will be additional resource to maintain a diverse market and choice for individuals. The Contract will be delivered in a phased approach which is set out within the Tender Documents.
DMBC and Doncaster CCG are seeking to commission a range of services to support people to remain at home. This exercise will be conducted under Regulation 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime) and will create a Service Contract. The contract length will be 7 years with an option to extend for up to 3 years on an annual basis.
Due to the changing landscape of social care, financial uncertainties and the desire to use Strategic Lead Providers to develop services, it is anticipated that the full range of services will not be secured at the initial (Phase 0) tender stage. DMBC and Doncaster CCG will use, at its own discretion, the Strategic Lead Providers to secure further services such as, but not limited to Telecare, Extra Care, Intermediate Care, Support Planning, Money Management, other similar community based services or pilots of services.

The contract length of Lot 7 will be for 7 years with an option to extend for up to 3 years on an annual basis. It strategically aligns in Contract length with Lots 1 to 6 and allows the provider market to remain stable through significant change. The Framework Contract will be for an unlimited number of providers covering the Borough of Doncaster.
The number of ASP's awarded contracts shall be unlimited. The Council reserves the right, at its own discretion, to periodically open Lot 7 (ASP Framework) to new entrants subject to such new entrants complying with the Framework's evaluation and award criteria.
