The contractor shall prepare and operate the above-mentioned emergency accommodation for the state reception authority as a service provider in accordance with the specifications and specifications of the state reception authority.
The operation of the emergency shelter shall include, in particular:
1. Management
2. Occupancy management/accommodation/info point/caretaker
3. Social services
4. Medical care with a first aid station and with medical care (analogous to a contract medical care, taking into account §§ 4 and 6 AsylbLG in accordance with and specification of the LAB NI)
5. Maintenance cleaning/object washing
6. Sprachmittler
7. Preparation of the hall and participation in any removals that may occur
The service is to be provided within the following scales:
Occupancy Price rating:
a. Up to 1,000 people 25%
b. 1,001 - 2,000 people 35%
c. 2,001 - 3,000 people 15%
d. 3,001 - 4,000 people 10%
e. Preparation (per hour) 15%

The increase in occupancy by means of relocations from other LAB NI properties can amount to up to 500 people within one week and is determined in consultation with the operator.
In addition, LAB NI has the right to give one week's notice that the next season will be exceeded. In this case, the contractor is obliged to adjust the personnel accordingly.
If the occupancy requirement is noticeably lower, LAB NI has the right to choose a lower scale with a notice period of three months.
Care must also be guaranteed in the event of temporary overcrowding (temporary exceeding of the relay limit by max. 5% for up to two weeks) and/or in special cases. In these cases, there is no entitlement to a higher remuneration according to the higher scale. An entitlement to higher remuneration only exists after exceeding the above-mentioned limits (5%/two weeks).
