The subject of the contract is the execution of construction works consisting in the reconstruction of the track along with the traction network in Szczecin from pl. Polish Soldier to the Niebuszewo loop and along pl. Polish Soldier - ul. Matejki - street Piłsudskiego to pl. Rodła ("build" type investment).

Object of the contract: performance of construction works involving the reconstruction of the track along with the traction network in Szczecin from pl. Polish Soldier to the Niebuszewo loop and along pl. Of the Polish Soldier - ul. Matejko-Str. Piłsudskiego to pl. Rodła ("build" type investment). The scope of works is specified in the design documents prepared by DIM Design Studio of Roads and Bridges Ryszard Kowalski, ul. Sosnowa 6a, 71-468 Szczecin, under the names: a) Reconstruction of the track along with the catenary along Al. Independence-en. Polish Soldier - al. Liberation-en. Rodła to pl. Giedroycia roundabout, b) Reconstruction of the track along with the traction network along ul. Kołłątaja-Str. Asnyka - Niebuszewo loop, c) Reconstruction of the track along with the catenary on the section pl. Soldier-en. Prussian Homage - ul. Matejko-Str. Piłsudskiego (to Plac Rodła) constituting Annex No. 8 to the ToR and provisions contained in the model contract - Annex No. 3 to the ToR and additional documents: Environmental documents - Annex No. 9 to the ToR, Construction permit - Annex No. 10 to SIWZ and Template for an information board on renovations - Annex 11 to the ToR.

CRITERIA FOR EVALUATION OF OFFERS AND THEIR MEANING: 1) Criterion: Price (C) - 60%. The method of awarding points according to the formula: lowest price ÷ price of the evaluated offer x 100 points x significance of the 60% criterion. As the price used to calculate points in this criterion, the contracting authority will take the gross total price provided in the contractor's offer, which is the sum of the cost estimate calculated on the basis of TER. 2) Criterion: Warranty period (R) - 20%. Method of granting points according to the formula: Period of validity of the offer being evaluated ÷ The longest period of validity of the warranty (96 months) x 100 points x significance of the 20% criterion. The minimum warranty period for construction works covered by the subject of the contract is - 60 months from the date of final acceptance by the contracting authority. The offer of the contractor who offers a warranty period shorter than 60 months will be rejected as not corresponding to the content of the ToR. The maximum warranty period for construction works covered by the subject of the contract is - 96 months from the date of final acceptance by the contracting authority. If the contractor offers a warranty period longer than 96 months, the deadline of 96 months will be calculated for the evaluation of offers in this criterion as the maximum warranty period for construction works. 3) Criterion: Experience of construction manager (D) - 20%. The way of awarding points in this criterion: - during the implementation (execution) of 1 work in a road strip consisting in the construction or reconstruction or modernization or repair of a tram track with a ballast construction of length 2000 mtp. together with the tram junction containing min. 3 overrun switches with electric drive - 0 points; - during the implementation (execution) of 2 works in the road strip consisting in the construction or reconstruction or modernization or repair of a tram track with a ballast construction of a minimum length of 2000 mtp. together with the tram junction containing min. 3 overrun switches with electric drive - for each work performed (with each work being carried out under a separate contract) - 10 points; - during the implementation (execution) of 3 or more works in the road strip consisting in the construction or reconstruction or modernization or repair of a tram track with a ballast construction of a minimum length of 2000 mtp. together with the tram junction containing min. 3 overrun switches with electric drive - for each work performed (with each work being carried out under a separate contract) - 20 points The minimum amount of total works (construction) carried out in which the construction manager participated is - 1. The contracting authority shall grant 0 points for the execution of 1 work. In the event that the contractor does not show that it has at least 1 person intended for the implementation of the subject of the contract, who has demonstrated participation in the implementation of min. 1 works with the features included in the criterion description - the offer will be contrary to the Terms of Reference and will be rejected (Article 89 paragraph 1 item 2 of the PPL).
