The City of Loimaa invites tenders from HR and payroll administration

systems as a SaaS service, from the beginning of 2024.

The procurement concerns the personnel and payroll management system of the City of Loimaa and Loimaa Water Enterprise as a comprehensive SaaS service, including:

− palkanlaskentajärjestelmän

− Absences and holidays module

− Travel expense module

− meeting fees according to the module (shop steward fees)

Number of employees 573 and shop stewards. The payroll and HR system is currently used by 4 people. The subscriber must receive the required number of user IDs free of charge, at no additional cost.

The program must include at least the following functions in Finnish:

− the wages and salaries of all municipal collective agreements, and

Calculation of meeting fees

− the possibility of specifying the grounds for the fixed-term period;

− calculation of annual holidays;

− the service also shows holiday accruals according to KVTS broken down

− possibility of team-specific holiday calendar

− personnel statistics and reports

− transfer of data for electronic archiving purposes;

− electronic travel claims

− support the mobile function of travel expense claims

− It is possible to make a travel order and travel plan in the service

− electronic case management (employment contracts, leave, etc.)

− possibility to record e.g. in the information field whether the criminal record extract has been seen, etc.

− changing your personal data

The solution offered must have interfaces to the following systems used by the customer that can be implemented immediately:

− Nomentia maksuliikenne

The client and the system supplier agree together on the technical details of transferring data from the old system to the new system and the schedule.
