The wellbeing services county of Pirkanmaa (later also referred to as the "Client") invites tenders for the implementation of the strategy implementation programme of the wellbeing services county of Pirkanmaa concerning the process of building organisational culture.
The object of the procurement is described in more detail in this invitation to tender and its appendices. (See Appendix 1 Description of the subject-matter of the contract).
Tuomi Logistiikka Oy, commissioned by the wellbeing services county of Pirkanmaa, will put service procurement out to tender through an open procurement procedure in accordance with section 32 of the Act on Public Contracts. A framework agreement shall be drawn up with one (1) supplier submitting the most economically advantageous tender.
The selection criteria are set out in this call for tenders and its annexes.
Acquisition target
The wellbeing services county of Pirkanmaa ("PIRHA or the "Client") requests tenders for expert services concerning organisational development. The procurement includes defining a new target culture, drawing up an action plan and implementing the action plan, as well as drawing up a communication plan.
The overall implementation of the project will take place between 2023 and 2025. The selected operator will implement the action plan and the programme in accordance with it in cooperation with the wellbeing services county of Pirkanmaa during 2023–2025. Finally, a final report is drawn up, in which the Supplier participates.

Procedure
The procurement procedure used is the open procurement procedure referred to in section 32 of the Act on Public Contracts, on the basis of which a framework agreement is concluded with one (1) supplier.
AGREEMENT
The framework agreement period is from autumn 2023 to the end of 2025. Based on the tenders, the Client selects one (1) contracting party that has submitted the most economically advantageous tender for the contract period to implement the service package to be procured as a framework contract partner.
The Acquisition includes an option period of one (1) year, which may be exercised in two six (6) month periods (no obligation to exercise both) or one 12-month period if the Customer so decides.
The Client does not commit to any minimum purchase quantities during the framework agreement period.
