Description:
Renewal of system technology including porting of the entire previous control system in the IRLS Zwickau, taking into account the critical infrastructure

Renewal of the system technology (workplace equipment, server technology, network technology, storage, cabling, interface converters, laptops) in the integrated regional control center in Zwickau, including porting / migration of the entire operational control system to date, taking into account the critical infrastructure and involving a specified service provider based on national requirements.

The aim is to renew the system technology in the integrated regional control center in Zwickau, including porting the entire operational control system to date, taking into account the critical infrastructure. The measure is to take place in the period from September 1, 2020 to September 30, 2020.

2. Focus of the products to be delivered and the services to be provided:

2.1. Delivery of new system technology for several server rooms, for the entire control center and for 8 offices of the integrated regional control center in Zwickau

The number and component overview results from the annex to the performance description. The remote workstations are connected to the servers in the server rooms via fiber optics. For the listed hardware components, the system notes which guarantee and warranty periods have to be met, which requirements, including certification with regard to 24/7/365 operation, and which response times are required in the event of a failure or technical problem. The previous system technology in the integrated regional control center is designed redundantly. All computers are integrated in the BOS network (BOS domain) of the Free State of Saxony. The remote dispatcher workstations in the control center are connected via extenders (LWL) and each have three 24-inch monitors with VESA brackets. Any additional deliveries or services that are not described in the bidder's offer require the client's written confirmation.

2.2. Disassembly, installation, configuration and administration activities

The necessary work results from the annex to the description of services. The client provides the required MS Windows operating system licenses (MS Windows 10; MS Windows 2019 DataCenter) for the installation and configuration of the operating systems on the new hardware. With all disassembly, assembly and installation work, the network connection as well as the installation and configuration of the operating systems, it must be taken into account that this takes place in a critical infrastructure environment. The 24/7/365 control center operation must not fail during the entire conversion. The components (e.g. dispatcher workstations) can only be exchanged successively in consultation with the employees of the integrated regional control center. All critical renovation work (e.g. on the storage / server etc.) has to be carried out primarily at night when the hours are not very busy, in coordination with the employees of the integrated regional control center (situation service provider, department head control center / communication, head control center and the administrators). In addition, all work must be coordinated with the police administration office (Unit 43, SG 431 IuK control center) and the company VIVASECUR GmbH (Lebuser Weg 27; 15234 Frankfurt Oder). This is imperative because the integrated regional control center in Zwickau is integrated in the control center network of the Free State of Saxony, there is an interface connection to the technical centers and there is permanent central system monitoring and administration.

2.3. Integration services of the operational control system by VIVASECUR GmbH

Involvement of VIVASECUR as a sub-company

The necessary work results from the annex to the description of services. The SMI / PVA has commissioned VIVASECUR GmbH (formerly Systemhaus Scheuschner) to develop and support a central operational control system for all Saxon regional control centers. Due to the new procurement of the system technology, it is necessary to port all data from the previous control system to the new device technology (server, storage, etc.). In addition, all ELS interfaces (e.g. fire alarm systems, digital alarms, connection to the radio emergency call interrogation system, etc.) must be converted, newly set up and configured by the company VIVASECUR. It is imperative to include VIVASECUR GmbH as a sub-company for the system changeover and migration of the operational control system (as well as for the porting of the ELS databases including the geographic information system). The aim is to ensure a smooth migration of the operations control system to the new system technology without failures. The components offered must be coordinated with VIVASECURE GmbH.

2.4. General information on project implementation

The permissible ceiling payload is limited to 3.3 kN / m 2nd up to max. 5.0 kN / m 2nd . Due to the max. permissible ceiling payload, no additional server cabinets are provided. There is no large storage area (over 8m 2nd ), on which hardware components can be safely stored over a longer period (of max. 10 working days). For this reason, care must be taken to deliver the components ad hoc before installation. The client requests structured cabling. The guidelines for "structured cabling" must be observed. In addition, all hardware components and all connection cables (network cables, power cables, etc.) must be labeled according to the specifications of the ICT control center or the client:

At no point during the entire project implementation should the control center (control center workstations) and the integrated interfaces (e.g. alarms) fail. Fail-safe 24/7/365 operation of the control center must be ensured. A successive exchange of individual components (hardware components such as servers, storage, etc.) is only possible in consultation with the employees of the integrated regional control center (department heads, location service providers, administrators) and the responsible employees of VIVASECUR, without causing disruptions in the work of the control center. For example, the conversion of the server technology and the storage as well as the affected interfaces must be planned in advance and timed. Many disassembly, assembly and installation activities (e.g. exchange of storage in one technical room each) can only be carried out at night.

3. Notes on the required proof of suitability according to the self-declaration:

3.1. Requirement of a security check Ü1

Since the Integrated Regional Service Center Zwickau is a security-sensitive facility within the ICT areas operated centrally by the Saxon police, a Ü1 security check is required for all employees of the bidder involved in the project execution (security-sensitive activities). The current existence or the express readiness for the security check Ü1 according to SÜG is required.

3.2. Evidence of comparable project realizations

The bidders have to provide relevant evidence or name references where comparable activities have been carried out in the critical infrastructure environment - examples of this can be:

- other German control centers

- public authorities with security tasks (e.g. police)

- Administrations with high security requirements and critical infrastructure

Specific information on reference projects is expected.

4. Presentation and conception of the project implementation

The bidders are required to submit a concept with specific information about the planned project implementation as well as a presentation on site in the Integrated Regional Service Center in Zwickau. It should be shown in concrete terms how the installation of the new system technology and the migration of the overall system (hardware; operating systems; storage; database management system; operations management system; user account management; operations management system; interfaces) should take place. A meaningful company presentation must be incorporated into this document.

In addition to the offer price, this concept represents an essential component in the selection of bidders. The criteria and calculation modalities are shown in detail in the evaluation matrix. The evaluation will be carried out by a 3-member jury. The price points and the average jury points result in the overall rating. No costs for concept development and presentation or presentation of the project implementation (including travel and accommodation costs) will be assumed.

5. Instruction / training and documentation as well as handover of an emergency manual

The employees of the integrated regional control center are to be instructed and trained in the operation, configuration and administration of the new system components (storage, virtualization server, server, workstation computer). All access data must be handed over. The system documentation (hardware configuration, network configuration, operating system configuration etc.) must be handed over to the employees of the integrated regional control center in digital form and in paper form. In addition, all work steps in the event of a fault, system malfunctions and device failure (e.g. hard disk defects) must be described (including details of the contact details of manufacturer companies with warranty service). This emergency manual must also be handed over in digital form and in paper form to the employees of the integrated regional control center.

6. On-site appointment to visit the previous technical facilities

From April 6, 2020 to April 9, 2020 (each from 7:00 a.m. to 3:00 p.m.), bidders can view the previous system technology on site in the integrated regional control center and obtain information relevant to the tender (e.g. cable lengths, structure of server cabinets, connection options, etc.). The specialist staff of the Integrated Regional Services Unit will answer questions relevant to the tender. A prior appointment is essential.
