The object of the award is the financing, purchase, provision and leasing of new, electrically powered rail vehicles for the central and south-west networks by the contractor. The contractor becomes the owner of the multiple units and leases them to the railway undertakings (RU) still to be selected by the contracting authority, which are commissioned with the provision of the operating service in a separate award procedure.

The State of Schleswig-Holstein, Ministry of Economic Affairs, Transport, Labour, Technology and Tourism, represented by NAH. SH GmbH, is currently tendering for the delivery and 30-year maintenance of electrically powered multiple units for local rail passenger transport ("Award SH-MSW I", 2022/S 057-148781, corrected by announcement 2022/S 066-174411). The multiple units are to be used mainly in Schleswig-Holstein and Hamburg. The contractual acceptance is planned successively within the year 2027, the start of operations are planned for December 2027. The object of this award is the financing, purchase, maintenance and leasing of the above-mentioned multiple units by a private vehicle owner. The vehicle owner acquires the multiple units from the manufacturer and then takes over their maintenance and leasing to the RUs selected by the state. The vehicle keeper is to become the owner of the multiple units. Halter, ECM and maintenance will be the manufacturer of the multiple units. Optionally, the vehicle owner can offer technical services for construction supervision, implementation of technical acceptance and maintenance support of the vehicles. The total trainset requirement, including the reserve, amounts to 40 multiple units in the manufacturer's basic delivery plus further capacities for possible supply expansions and increases in demand. Since the "award of SH-MSW I" is carried out as a negotiated procedure, the exact configuration of the multiple units is currently still open. Electrically driven, four-car multiple-unit trains that are infinitely accessible from 760 mm platforms and can be walked on throughout. Parts of the multiple units shall be double-decker. In order to secure the financing, the state of Schleswig-Holstein is prepared to offer the financiers of the vehicle owner a capital service guarantee covered by budgetary law for the construction period of the multiple units and for the duration of the vehicle use.
